City of Pleasanton
2025 Water Rate Study

Water Resources Economics
93
Figure 6-3: Proposed Single Family Customer Impacts (Stage 3 Shortage)

SINGLE FAMILY CUSTOMER IMPACTS (STAGE 4)
Table 6-13 and Figure 6-4 show the proposed Stage 4 impacts for a Single Family customer with a 5/8”
meter using 24 ccf of usage every two months (prior to any usage reductions mandated by each stage).
During a Stage 4 water shortage, this customer will pay $49.28 more every two months if they do not
reduce their usage according to Stage 4, which correlates to a 40% reduction. The drought charge (Line 3)
reflects an exemption for 8 ccf that is exempt from being charged drought rates per bi-monthly billing
period. However, if the customer does reduce their usage by 40% and uses 14 ccf every two months
instead, they will have a lower bi-monthly bill than in normal, non-drought conditions.

Table 6-13: Proposed Single Family Customer Impacts (Stage 4 Shortage)
Line
Stage 4 Single Family Customer
Impacts - 5/8" meter, Average
Use
No Drought -
Average Use, 24 ccf
Drought Stage 4, No
Reduction - Average
Use, 24 ccf
Drought Stage 4,
With Reduction -
Average Use, 14 ccf
1 Bi-Monthly Fixed Charge $58.33 $58.33 $58.33
2 Variable Charge $136.80 $136.80 $79.80
3 Water Shortage Charge $0.00 $49.28 $18.48
4 Total Bi-Monthly Bill $195.13 $244.41 $156.61
