City of Pleasanton
2025 Water Rate Study

Water Resources Economics
95
Figure 6-5: Proposed Single Family Customer Impacts (Stage 5 Shortage)

SINBLE FAMILY CUSTOMER IMPACTS (STAGE 6)
Table 6-15 and Figure 6-6 show the proposed Stage 6 impacts for a Single Family customer with a 5/8”
meter using 24 ccf of usage every two months (prior to any usage reductions mandated by each stage).
During a Stage 6 water shortage, this customer will pay $152.64 more every two months if they do not
reduce their usage according to Stage 6, which correlates to a 60% reduction. The drought charge (Line 3)
reflects an exemption for 8 ccf that is exempt from being charged drought rates per bi-monthly billing
period. However, if the customer does reduce their usage by 60% and uses 10 ccf every two months
instead, they will have a lower bi-monthly bill than in normal, non-drought conditions.

Table 6-15: Proposed Single Family Customer Impacts (Stage 6 Shortage)
Line
Stage 6 Single Family Customer
Impacts - 5/8" meter, Average
Use
No Drought -
Average Use, 24 ccf
Drought Stage 6, No
Reduction - Average
Use, 24 ccf
Drought Stage 6,
With Reduction -
Average Use, 10 ccf
1 Bi-Monthly Fixed Charge $58.33 $58.33 $58.33
2 Variable Charge $136.80 $136.80 $57.00
3 Water Shortage Charge $0.00 $152.64 $19.08
4 Total Bi-Monthly Bill $195.13 $347.77 $134.41
