City of Pleasanton
2025 Water Rate Study

Water Resources Economics
94
Figure 6-4: Proposed Single Family Customer Impacts (Stage 4 Shortage)

SINGLE FAMILY CUSTOMER IMPACTS (STAGE 5)
Table 6-14 and Figure 6-5Figure 6-5 show the proposed Stage 5 impacts for a Single Family customer
with a 5/8” meter using 24 ccf of usage every two months (prior to any usage reductions mandated by
each stage). During a Stage 5 water shortage, this customer will pay $82.88 more every two months if
they do not reduce their usage according to Stage 5, which correlates to a 50% reduction. The drought
charge (Line 3) reflects an exemption for 8 ccf that is exempt from being charged drought rates per bi-
monthly billing period. However, if the customer does reduce their usage by 50% and uses 12 ccf every
two months instead, they will have a lower bi-monthly bill than in normal, non-drought conditions.

Table 6-14: Proposed Single Family Customer Impacts (Stage 5 Shortage)
Line
Stage 5 Single Family Customer
Impacts - 5/8" meter, Average
Use
No Drought -
Average Use, 24 ccf
Drought Stage 5, No
Reduction - Average
Use, 24 ccf
Drought Stage 5,
With Reduction -
Average Use, 12 ccf
1 Bi-Monthly Fixed Charge $58.33 $58.33 $58.33
2 Variable Charge $136.80 $136.80 $68.40
3 Water Shortage Charge $0.00 $82.88 $20.72
4 Total Bi-Monthly Bill $195.13 $278.01 $147.45
