City of Pleasanton
2025 Water Rate Study

Water Resources Economics
85
Table 6-1: Water Shortage Usage Exempted
Line Water Shortage Rate
Exemption (8 ccf)
Total Accounts
(FY 2026)
Annual Usage
Exempted
1 Single Family 19,929 956,592
2 Multi-Family 523 25,104
3 Commercial/ Industrial 982 47,136
4 Potable Irrigation 880 42,240
5 Total 22,314 1,071,072

USAGE REDUCTIONS BY WATER SHORTAGE STAGE
Table 6-2 shows the projected water usage reductions in each water shortage stage by customer class
(Lines 3-9). The total usage reduction (Line 1) for each stage is based on the City’s WSCP. The total usage
reduction in each stage is applied to the total usage for each customer class equally. For example, in
Stage 1, Single Family, Multi-Family, Commercial/ Industrial, and Potable Irrigation are expected to
reduce their class usage by 10%.

The annual exempted usage for each class (Table 6-1) is subtracted from total annual water usage
reduction by class (Lines 3-8), assuming the annual exempted usage remains constant for each stage, to
arrive at the total water usage reduction less exempted usage (Line 16). The effect of the drought
allotment policy increases the unit cost for shortages as water shortage costs are spread over less units.
