Potable water
usage (Line 5) is from Table 6-2 (Line 16), accounting for the drought allotment policy. The unit cost for each stage (Line 6) is calculated by
dividing the total drought costs (Line 3) by the potable water usage (Line 5) in each stage.

Table 6-5: Drought Costs by Stage
Line Drought Costs Baseline Stage 1 Stage 2 Stage 3 Stage 4 Stage 5 Stage 6
1 Variable Revenue Loss $0 $2,866,498 $5,732,996 $8,599,494 $11,465,992 $14,332,490 $17,198,988
2 Supply Cost Difference $0 ($1,371,784) ($2,743,568) ($4,115,353) ($5,487,137) ($6,858,921) ($8,230,705)
3 Total Costs $0 $1,494,714 $2,989,428 $4,484,142 $5,978,856 $7,473,570 $8,968,283
4
5 Potable Water Usage 3,957,872 3,454,978 2,952,083 2,449,189 1,946,294 1,443,400 940,506
6 Unit Cost $0.00 $0.43 $1.01 $1.83 $3.07 $5.18 $9.54
