Scope of Services

Program Services: Spectrum Community Services will provide the following services program
to low-income tenants residing in the City under the Agreement:

1. Outreach
Spectrum Community Services will:
• Partner with the City and community organizations to ensure eligible households
are aware of the Home Rehabilitation Program and weatherization services (for
those ≥ 60% SMI).
• Provide and update accessible outreach materials tailored to diverse communities,
including multilingual resources.
• Establish referral partnerships with local agencies, faith-based organizations,
senior centers, and social service providers in Pleasanton.

2. Public Education
Spectrum staff will increase public awareness of energy efficiency and home safety by:
• Clients receiving rehabilitation services will be provided with education materials
on energy saving tips, lead, mold and moisture, radon, and asbestos.
• The Public will be educated about the rehabilitation program during our outreach
activities and provided energy saving tips, applications, and wrap around services.

3. Services
Spectrum staff will provide two different tiers of services to clients dependent on their
income levels. This is due to the fact that there are opportunities to leverage this program
with support through our LIHEAP funding for clients that fall under the ≥ 60% SMI
threshold.

Tier 1 (≥ 60% SMI or lower):
● Through our LIHEAP funding we will be conducting a combination of home energy
assessments and/or audits to assess the dwelling’s energy efficiency with diagnostic
testing and health and safety checks. Installing attic, subfloor, and ceiling insulation;
windows and doors; replacing/repairing heating systems, air conditioning units, home
appliances (i.e. fridge, ranges, clothes washer, clothes dryer, dishwasher); and water
heaters; and other energy-saving measures will be conducted as well as safety
measures (like smoke and carbon monoxide alarms) to pass permits.
● Funding from the Pleasanton Home Rehabilitation Program will allow Spectrum to
cover the following items/ measures that fall outside of the LIHEAP scope of work.
This includes and is not limited to:
▪ Remediation measures for structural issues (i.e. roof repairs, framing issues,
and other structural issues)
▪ Remediation of mold, lead, asbestos, or vector (mice, insects, and/or
disease/pest related issues) issues
▪ Electrical, plumbing, and structural home rehab projects
▪ Accessibility for disabled persons and safety improvements like grab bars,
ramps, and other disability-oriented items
▪ Meeting applicable codes, standards and ordinances
▪ Essential improvements
▪ Repair or replacement of major housing systems
Page 109 of 226
