▪ Incipient repairs and general property improvements of a non-luxury nature
▪ Site improvements and utility connections

Tier 2 (Between 60% SMI to 80% AMI):
● Due to the lack of braided funding, home repair services will be limited and client
driven. Clients may use our program to pursue projects that fall within the budget
scope including–but not limited to–any of the above listed measures in Tier 1.
However, because of per-household funding limits, not all measures will be
simultaneously installable. These clients will likely receive the highest-priority
upgrades first, such as safety hazards and code violation corrections, heating, cooling,
hot water systems repair/replacement, and other major housing system repair or
replacement, followed by major sealing measures like windows, doors, electrical,
plumbing, and major remediation issues. Lower-priority items such as EnergyStar
appliances and minor sealing measures may also be included if there is additional
room in the budget for that household.

Both tiers of service will use a combination of direct client interface and subcontractor
work depending on the type of work we determine is best practice for the eligible
household.

4. Information and Referral
Spectrum staff will provide information and referrals for other social services that a client
may be eligible for.

5. Reporting and Coordination

Quarterly Reports for each reporting period, Spectrum will provide the City with:
● Performance Goals and Deliverables
● Client Demographics
● Types of Services Provided
● Outreach Events Attended

Quarterly check-Ins The City and Spectrum will meet quarterly for up to 60 minutes to
discuss emerging needs and challenges for supporting low-income Pleasanton households.

At the check-Ins, Spectrum staff will provide the City with:
● Updates on outreach efforts and referral partner relationships
● Dates of upcoming outreach events so Cities can support outreach efforts
● Guidance on public messaging regarding local, state, and federal tenant protections
● Emerging trends and needs
● Recommendations regarding implementation

Total Spectrum staff time spent in check-ins will not exceed 12 hours for the length of the
contracting period.
