The upgraded MDCs have already enhanced officer experience through faster response times,
improved wireless bandwidth, and reduced risk of equipment downtime during critical
incidents. Staff recommends approval of this purchase as it will modernize the Police
Department’s field technology cost-effectively, leverage existing infrastructure, and maintain
the high level of reliability that public safety operations demand.

The purchase will be funded through the City’s Technology Replacement Fund, an internal
service fund expressly set aside for the periodic replacement of critical technology assets.

EQUITY AND SUSTAINABILITY
Maintaining up-to-date technology infrastructure for public safety ensures that hihg-level public
safety services are available to the entire community. The recommended action aligns with the
City’s procurement policies, and extending the life of existing mounts and accessories avoids
unnecessary waste and strain on City resources.

OUTREACH
No outreach was conducted, as this procurement is a routine internal City business matter.
Replacing police MDC equipment does not require public outreach or noticing. The affected
stakeholders are internal (Police and Information Technology staff), and they have been
involved in planning the equipment upgrade.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic goal of “Safeguarding Our
City." By investing in reliable, up-to-date technology for the Police Department, the City fosters
a safe and secure community through improved emergency response and law enforcement
effectiveness. Ensuring that first responders have functional and modern tools directly
supports public safety operations. The project also aligns with the strategic goal of “Optimizing
Our Organization” by enhancing the efficiency and reliability of the City’s public safety services
through strategic technology upgrades.

FISCAL IMPACT
Funds for this procurement are budgeted and available in the General Fund (Org 00112200)
and Technology Replacement Fund (Internal Service Fund 51612210). The total cost of
$140,306.30 will be paid by these funds. Sufficient funding exists in the FY 2024-25 budget to
cover purchasing the 26 MDC units and 37 keyboards. Ongoing support and maintenance for
the new MDCs (including warranty service for up to 5 years, as provided in the purchase) will
also be managed through existing Department budgets. The expenditure is fully funded
through previously allocated replacement funds and carries no net new fiscal impact on the
City’s operating budget.

Prepared by: Submitted by: Approved by:
Allen J.
