City of Pleasanton
Consulting Services - AMI Procurement and Program Management
2 | P a g e

1.2. Procure Phase
1.2.1. Introduction
Our proposal describes Diameter’s proven procurement methodology designed to provide end-to-end
services and match the procurement outcomes with the desired outcomes captured in the Design Phase.
AMI projects present unique considerations for procurement. The procurement strategy and the detailed
project scope workshops from the Design will become roadmaps in the procurement phase. Our role is
to act as the City’s representative and deliver a procurement strategy for the entire solution. The
procurement phase is focused entirely on your unique business drivers and includes unparalleled market-
proven value with our strategic, customized document design. The proposed procurement is based on a
single turnkey type RFP for all contemplated components. If the City wishes to split some elements of
the RFP and move forward with multiple procurements, Diameter has experience with these procurement
strategies and can provide the estimated effort on an optional basis. However, the City has expressed
its desire to proceed with a turnkey approach and this proposal is structured as such.
1.2.2. Project Management
Approach: Diameter will provide overall coordination services for the Procurement Stage for all end-to-
end services. This task includes scheduling meetings, progress activities/meetings, minutes, travel
coordination (if applicable), and other related functions. This role includes guiding staff through the
process associated with specifications, contract documents, special provisions, evaluation matrix, pricing
form (etc.), and associated review/edit process and meetings. The specification review process typically
includes reviewing the 50%, 95%, and 100% complete versions.
Deliverables/Tasks: Coordination Activities and Project Management Services
1.2.3. Facilitation with Drafting Procurement Documents
Approach: Effective development of the procurement documents can be one of the most important tasks
in the overall scope of work. Diameter’s subject matter experts have been directly involved in hundreds
of procurement documents across North America over the last two decades, and we understand the
nuances of the water AMI industry and related services for all project sizes. Furthermore, while we are
vendor neutral, we have an intimate understanding of the water vendors, including understanding the
information vendors need to put forward for an effective proposal. Our documents are market-proven and
allow the market to respond fairly to the Request for Proposal. Most importantly, our documents are
proven to provide a wide outcome of vendors (i.e., our specifications do not always result in the same
vendor being awarded the contracts). We invest considerable effort to strategically customize the
documents based on the City's specific needs. We believe no other consultant in the industry matches
this level of service.
Terms and Conditions Review: Diameter will review the City’s standard terms and conditions and
provide any recommendations on potential changes or concerns the Vendors may have. It is common
for Diameter to work in conjunction with procurement personnel, if so desired, during this review process.
Front-end Document Review and Revisions: Diameter will review and, where necessary, suggest
revisions to the City’s existing standard procurement documents (front-end documents) to ensure they
match the needs of the procurement.
Deliverables/Tasks: Review any potential risks associated with Terms and Conditions, review and
comment on existing front-end documents, prepare specifications and procurement documents required
to support this project in accordance with the City’s procurement policy.
EXHIBIT A
Docusign Envelope ID: 134A9AB7-298B-4C3D-A5CB-AF281D5118F0
