City of Pleasanton
Consulting Services - AMI Procurement and Program Management
3 | P a g e

1.2.4. Water Meter and Related Components Specifications
Approach: Diameter Services will develop the water meter technology specifications for the procurement
documents. Importantly, Diameter understands the nuances of water meter technology and meter types,
and what is important in building an effective specification.
Deliverables/Tasks: Water Meter Specifications – Development, review, edits, final compilation,
specification Review Session – Procurement Workshop.
1.2.5. Installation Specifications
Approach: Creating installation specifications that support the project is crucial to overall success. The
leading contributing factor for project failures is due to lack of detail in the specification. Diameter Services
will develop the specifications for the installation of the AMI technology and water meters. The
components that make up these specifications will include: project management, installation
requirements, customer service (call center where required, material specifications (plumbing, meter pit
lids, etc.), public outreach, data management, and quality management. Diameter’s subject matter
experts that are crafting the installation specifications have deep backgrounds in water meter
deployments/projects and provide a firsthand understanding of the components required to ensure
success.
Deliverables/Tasks: Installation Specifications – Development, review, edits, final compilation;
specification Review Session – Procurement Workshop.
1.2.6. Water AMI Technology, Network Installation and Service Specifications
Approach: Diameter will develop the Water AMI technology and network installation and service
specifications for the procurement documents. Diameter’s subject matter experts have experience with
hundreds of water specifications across North America. Our understanding of this niche market ensures
water focused specifications that reflect the most up to date nuances in the industry. Requirements for the
AMI equipment solution will be in accordance with information gathered and elements defined during
the Design. The components that will make up these specifications will include radio transmitters, data
collection equipment, meter reading software, AMI system integration, MDM software / analytics software.
The meter data management (MDM) and potentially analytics software application may be separate from
the AMI headend software or be included in the AMI solution offering. As part of its RFP specifications,
Diameter will detail the Read Success Rate (RSR) that must be achieved by the success Proponent.
Our approach is that vendors must propose the appropriate number of data collection device (or
alternatives) to achieve the RSR as an “upset limit” which requires providing comprehensive data
collection installation options as part of the RFP.
Deliverables/Tasks: Water AMI specifications – Development, review, edits, final compilation;
specification Review Session – Procurement Workshop.
1.2.7. Submission Evaluation Criteria
Approach: Diameter Services will develop an evaluation section for the procurement documents
designed to select a solution that clearly supports the City’s priorities and goals. There are different
approaches to consider, including: one or two envelope systems, weighting of technical to financial
scoring, price scoring formulas, technical and financial considerations, interviews/presentations, and
minimum scores and benchmarks. The objective of the evaluation process is to ensure the procurement
is conducted in a fair and impartial manner to obtain the best solution for the City.
