Page 2

SCOPE OF SERVICES
A Fee Study (Study) identifies the total costs of providing various municipal services and translates those
costs into a customized fee schedule. Typical steps in a comprehensive Fee Study include:
1. Fee structure design – Review existing fees for service and set the best structure for cost recovery.
Add new fee items where applicable. Consider and apply best and current industry practices.
2. Organizational and service time analysis – Understand key business processes that impact fees for
services. Collect data on how long it takes to provide each service.
3. Cost of service analysis – Determine the total annual costs associated with fee-related services.
Identify any costs that are not eligible for fee recovery. Calculate the total cost of providing each
service at an hourly and individual fee level.
4. Benchmarking – comparison of current, full cost recovery, and recommended fee amounts (if
lower than full cost), to regional or similar agencies.
5. Implementation assistance – Meet with selected stakeholders as needed. Conduct informational
workshops with elected officials. Assist in supporting whether fees will be adopted and 100% of
the full cost of providing each service, or less, depending on local policy considerations.
For this engagement, City staff requests a limited review of Planning, Land Development Engineering, and
Building fee programs, focusing on steps 1 and 4, above. The goal of this project will be to:
· Provide an initial high-level estimate of cost recovery performance for each fee program
· Review each fee schedule for opportunities to improve, add, or delete fee categories
· Benchmark current fee structures and fee amounts to similar agencies
· Recommend steps each fee program can take to prepare for a full-scale fee analysis at a later date
Based on our initial discussion with City staff regarding the desired scope of services, the following key
tasks will be completed by NBS:
TASK 1. PROJECT KICK-OFF AND DATA REQUEST
Conduct a project initiation meeting with City staff to confirm objectives, timeline, and deliverables.
Submit a comprehensive data request including: program budgets, staffing levels, existing fee schedules,
and relevant policy documents and ordinances, as applicable.
TASK 2. BENCHMARKING STUDY
We will utilize our expertise to compare the City’s existing fee schedules and fee amounts to five (5)
neighboring and comparable communities. A list of communities will be selected and approved by City
staff. We will download the respective fee schedules from the Internet and complete a comparison of fee
categories and amounts, for the most readily comparable fee items that match the City’s current or
desired fee structures. We will also provide context on how the City’s fees align with regional practices.
Docusign Envelope ID: C7B29448-948B-412B-8A14-98F51669543BDocusign Envelope ID: D73363AD-321A-4973-9B85-3AB0AD6D57A8
