Item #11
CITY COUNCIL AGENDA REPORT

June 17, 2025
Police

TITLE: APPROVE THE SECOND AMENDMENT TO THE MEMORANDUM OF
UNDERSTANDING WITH THE PLEASANTON UNIFIED SCHOOL DISTRICT FOR
A FINAL TERM OF TWO YEARS, THROUGH JUNE 30, 2027, AT AN ESTIMATED
COST OF $1,641,339 OVER TWO YEARS FOR THE SCHOOL RESOURCE
OFFICER PROGRAM

SUMMARY
In 2021, the City entered into a Memorandum of Understanding (MOU) with the Pleasanton
Unified School District to formalize the relationship, articulate the roles and responsibilities of
both parties, and outline the School Resource Officer (SRO) program. The MOU was
subsequently amended in June 2024 to extend the term for one additional year through June
30, 2025.

Based on the continued positive outcomes of the program and following City Council direction
at the April 2025 budget meetings to pursue cost-sharing arrangements, staff recommends
that the City Council approve a second and final amendment to the MOU. This amendment
extends the term for two additional years through June 30, 2027, with the intent to negotiate a
new agreement that incorporates cost-sharing provisions as directed by the City Council. The
estimated annual cost of the SRO program, when fully staffed with two full-time equivalent
(FTE) officers, including supervision, is $808,541 in Year 1 and $832,798 in Year 2, or an
estimated $1,641,339 over two years.

RECOMMENDATION
Approve the second amendment to the Memorandum of Understanding with the Pleasanton
Unified School District for a final term of two years, through June 30, 2027, at an estimated
cost of $1,641,339 over two years for the School Resource Officer Program.

BACKGROUND
In mid-2020, the City Council hosted several special meetings to listen to and engage with the
community around policing in Pleasanton. The result of these discussions was to draft a
Memorandum of Understanding between the City and Pleasanton Unified School District
(DIstrict) for the use of School Resource Officers, which was formally adopted in November
2021 with a three-year term.

In June 2024, the City Council approved the First Amendment to extend the MOU for one
additional year through June 30, 2025. At that time, the City Council directed staff to explore
cost-sharing models with the District for services including SROs and crossing guards.

Throughout 2024 and early 2025, City staff engaged in discussions with District
representatives regarding potential cost-sharing arrangements. With both entities facing
significant budget constraints, no cost-sharing agreement for SROs has been reached at this
Docusign Envelope ID: E2BE8DD9-24BC-4044-84BB-5460AD6C6E80
