This direction was reaffirmed at the April 10,
2025, meeting. While the City Council ultimately approved funding for both SRO positions in
the next two-year budget, the City Council directed staff to continue pursuing cost-sharing
arrangements for future years.

Given this direction, this Second Amendment is a two-year extension through June 30, 2027,
with no further renewals of the current MOU. Following this final extension period, staff intend
to work with PUSD representatives to negotiate a new agreement that incorporates potential
cost-sharing provisions as directed by the City Council.

DISCUSSION
The SRO program has continued to meet its primary goals over the extended four-year term:
1. Providing support and partnership between the City and the District to promote a safe
atmosphere for students and staff
2. Developing a greater understanding and building relationships between police and
students
3. Balancing enforcement needs while creating support and confidence
4. Reducing the number of mental health detentions under Sections 5150 or 5585 of the
Welfare and Institutions Code.

Key program achievements include:
• Continued reduction in custodial arrests of juveniles
• Decreased mental health, involuntary commitments
• Successful transition of mental health crisis response to the City's Alternate Response
Unit (ARU)
• Complete removal of police officers from school discipline issues.

This Second Amendment establishes June 30, 2027, as the end date for the current MOU.
This approach provides a clear pathway for negotiating a new agreement to include cost-
sharing provisions as directed by the City Council, while allowing time for the District to plan for
potential financial participation in future years. Staff will begin working with PUSD leadership in
Fiscal Year 2025/26 to develop this new framework.

The proposed amendment also updates the District's administrative address to reflect its
current location at 5758 W. Las Positas Blvd., ensuring proper communication between the
parties.

EQUITY AND SUSTAINABILITY
The SRO program continues to support the City's commitment to providing equitable services
to all community members. The program particularly benefits youth safety and well-being,
contributing to positive educational environments.
