$2,020,416 during the five-year term.

This amendment will continue the City's positive partnership with BHI, with the majority of
services remaining unchanged. However, the budget will be updated to reflect the deletion of
hourly administrative support compensation and the addition of a 15 percent administrative
expense of the total cost, which mirrors BHI's agreement with Alameda County. Throughout
the length of the existing agreement, BHI has complied with and followed through with all
requirements and has been an excellent partner with the City. BHI has also provided data to
support the ARU and its work in Pleasanton as well as ensured that program goals are met.

In 2024, the ARU continued developing community partnerships, including reinforcing
relationships with the Pleasanton Unified School District, public service agencies, non-profit
service providers, and other civic groups. In 2024, ARU diverted 457 calls from patrol officers
and co-responded with a patrol on 303 calls, demonstrating a 150% increase since 2023.

In addition to responding to mental health crises, ARU has dedicated significant effort to
providing resources to the unhoused community. This has resulted in ARU making 508
proactive community contacts, nine encampment cleanups, and six unhoused individuals
being placed in stable housing.

EQUITY AND SUSTAINABILITY
As a full-service municipality, the City provides a wide range of services and programs to meet
the needs of all community members. The ARU program enhances the City's ability to provide
wrap-around services for the unhoused population as well as those experiencing mental health
crises, aligning with the City’s commitment to providing essential services to all residents.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
This action advances the ONE Pleasanton strategic goal of Safeguarding Our City and
prioritizing community safety.

FISCAL IMPACT
The funds for this agreement are in the General Fund budget of the Police Department's
Special Operation Unit (00122501-430101) in FY2025/26 and FY2026/27. During the five-year
agreement, the total compensation and reimbursement for costs shall not exceed $2,020,416.

Prepared by: Submitted by: Approved by:

Heather DeQuincy,
Management Analyst
Tracy Avelar, Police Chief

Gerry Beaudin, City
Manager

Docusign Envelope ID: 53BFF5F5-9181-464A-919B-7D23D1B4080A
