City of Pleasanton
30 April 2025
Page 9

by the City as a result of external review and confirm an approach to modify the Public Draft UWMP
(Subtask 1.1). EKI will attend and present at the public hearing as part of Subtask 1.6.
Subtask 4.3 – 2025 UWMP Submittal
As appropriate, EKI will incorporate comments received on the Public Draft UWMP and at the public
hearing into a Final 2025 UWMP, as well as the City Council’s resolution to adopt the 2025 UWMP. Within
30 days of adoption by the City, EKI will electronically submit the Final 2025 UWMP on the City’s behalf
to DWR via the WUEData Portal and the California State Library. The EKI Team will also assist the City with
providing electronic copies of the Final 2025 UWMP to the cities and counties served by the City as well
as other relevant stakeholders.
Additionally, the EKI Team will address any minor revisions requested by DWR staff based on their review
process such that the Final 2025 UWMP complies with regulatory requirements and is fully accepted by
DWR.
Task 4 Assumptions
• EKI will prepare three draft TMs in the format required for relevant UWMP chapters.
• City staff comments on the TMs and the draft UWMPs will be consolidated into a single set of
comments. Substantial revisions are not expected.
Task 4 Deliverables
• Administrative Draft 2025 UWMP (electronic [Word] copy)
• Public Review Draft 2025 UWMP (electronic [PDF] copy)
• Final 2025 UWMP (electronic [PDF] copy) and supporting documentation in Excel and GIS formats
• Supporting documents for 2025 UWMP adoption (i.e. Notices of Public Hearing, Resolution of
UWMP adoption, etc.)
Task 5 – Optional Tasks
Optional Subtask 5.1 – Conservation Measure Assessment
The recent adoption of the MWCCWL regulation in July 2024 may require an increase in conservation
programming at the City. At the same time, demand hardening potentially limits future reduction
potential. To appropriately consider conservation in the 2025 UWMP and comply with MWCCWL, EKI
proposes using the Alliance for Water Efficiency (AWE) model water conservation planning tools for the
City. EKI will:
• Use the AWE Water Conservation Tracking Tool California module to estimate the amount of
water savings that need to be met by conservation programs for complying with the UWUO;
• Work with City staff to prepare a list of conservation measures that include measures currently
implemented by the City and new practices available; and
• Using the pre-defined library and parameters embedded in the AWE model, conduct an
evaluation of cost and water savings and create a list of high priority programs for the City.
EXHIBIT A
Docusign Envelope ID: C661CF75-4987-4828-A8C7-DB4BC31D3C52
