MEMORANDUM
Date: June 3, 2025
To: Susan Hsieh, Director of Finance
Through: Siew-Chin Yeong, Public Works Director
From: David Bruzzone, Utilities Planning Manager
Subject: Justification for Provider of Services with EKI Environment & Water, Inc.
Recommendation:
PWD – Utilities Planning Staff recommends entering into a Professional Services Agreement with EKI
Environment & Water Inc (EKI) for a not to exceed amount of $99,000.
EKI will prepare the City’s 2025 Urban Water Management Plan (UWMP) and provide guidance to
staff on regulatory compliance requirements pertaining to the Conservation as a Way Life legislation.
Background:
Under the regulatory authority of the California Department of Water Resources, the City of Pleasanton
(Pleasanton) is required to submit an Urban Water Management Plan (UWMP) every five years which
provides information on how the City plans to meet customer water demands through 2030. The
deadline to submit the 2025 UWMP is July 1, 2026.
The Zone 7 Water Agency (Zone 7), and other regional retailers, must also develop a 2025 UWMP. As a
precursor step to developing UWMPs, Zone 7 is leading a regional Demand Assessment, working
closely with all retailers including Pleasanton to determine regional customer demands through 2045.
The 2014 Tri-Valley Intergovernmental Reciprocal Services Agreement (Agreement) provides a nexus
between the efforts of Pleasanton, Zone 7, and local retailers for coordinated, efficient, and cost
effective regional planning, as borne out by this Agreement excerpt, ‘to facilitate the process of
contracting for services to efficiently coordinate interagency efforts to reduce costs, increase efficiency,
or achieve a quality work product.’ This serves as the justification for contracting with EKI.
Solicitation Process:
Docusign Envelope ID: C661CF75-4987-4828-A8C7-DB4BC31D3C52
