(EKI) prepare a
proposal to conduct technical consulting services related to preparing the City’s 2025 Urban Water
Management Plan (UWMP) and associated Water Shortage Contiengy plan (WSCP).
2025 UWMP PURPOSE
Urban water suppliers are required to prepare a UWMP every five years to support their long-term water
resource planning and to assess that adequate water supplies are available to meet existing and future
water demands. Specifically, every “retail urban water supplier” that either provides over 3,000 acre-feet
of water per year (AFY) or serves 3,000 or more connections and every “urban wholesale water supplier”
that provides over 3,000 AFY is required to assess the reliability of its water sources over a 20-year (or,
optionally, a 25-year) planning horizon considering normal, dry, and multiple dry years, among other
requirements (Division 6 Part 2.6 of California Water Code [CWC] §10610 - 10656).
These UWMPs serve as a backbone planning document and reference for water suppliers, provide a
foundation for SB-610/SB-221 compliant Water Supply Assessments (WSAs) and Water Supply
Verifications (WSVs), and establish the methodology for Annual Water Supply and Demand Assessments
(AWSDAs) and drought response. Therefore, it is crucial that UWMPs provide a solid methodology for
projecting water supplies and demands under various hydrological conditions.
SCOPE OF WORK
EKI has prepared a detailed Scope of Work for this project which includes a core set of services (Task 1
through Task 4) to prepare the City’s 2025 UWMP to meet statutory and 2025 UWMP Guidebook
requirements. We have also provided an optional task (Task 5) to enhance the 2025 UWMP.
Task 1 – Project Management, Coordination, and Meetings
The EKI Team values collaboration with, and input from, City staff throughout the project development
process such that the resultant work product meets, or exceeds, expectations. This task consists of project
management with an emphasis on transparency and coordination with City staff.
EXHIBIT A
Docusign Envelope ID: C661CF75-4987-4828-A8C7-DB4BC31D3C52
