City of Pleasanton
30 April 2025
Page 2
Subtask 1.1 – Project Management
This task includes coordination and communication with City staff and general consultation and technical
project management services, including the preparation of invoices and progress reports. EKI anticipates
holding regular check-in meetings with City staff throughout the duration of the project and will also
prepare and maintain a detailed project schedule that will include:
•A timeline for City staff to submit data described in Task 2; and
•A detailed timeline for the preparation of the UWMP, including project milestones.
Subtask 1.2 – Kickoff Meeting
EKI will schedule, prepare for, and attend a one-hour virtual kick-off meeting with City staff. As part of the
kickoff and data needs meeting, EKI will:
•Introduce key members of the project team and summarize communication protocols;
•Review the project scope and schedule, including project milestones and coordination of related
efforts (e.g., anticipated timeframe for California Department of Water Resources’ [DWR] 2025
UWMP Guidebook, City planning efforts, Zone 7’s wholesale UWMP); and
•Summarize UWMP requirements and initial data needs (see Task 2).
At the kickoff meeting, EKI and City staff will also discuss project goals, opportunities, constraints,
roles/responsibilities, and expectations.
Subtask 1.3 – Draft Notice of UWMP Preparation
EKI will work with the City to identify individuals or entities within the service area to solicit input from
during the preparation of the UWMP. EKI will draft template coordination letters and notices required by
CWC §10621(b), §10620(d)(2), §10642, and Government Code §6066. These template documents will be
provided to the City, and the City will be responsible for distributing the final letters and notices as
appropriate.
Subtask 1.4 – Coordination with Zone 7
EKI will coordinate with Zone 7 throughout the development of the 2025 UWMP on matters such as the
projected availability of future water supplies through 2050; obtaining consistent language for the
drought risk assessment to evaluate water supply reliability during a drought lasting five consecutive
years; growth projections; and other relevant sections. EKI will also work with the City to involve Zone 7
in the 2025 UWMP update process as required (e.g., receipt of the final adopted 2025 UWMP).
Subtask 1.5 – Presentations to Staff
EKI will summarize and present key UWMP results to the City’s staff in three working meetings, covering:
•Contents of Subtasks 3.1 through 3.3 (e.g., water system description and water use);
•Contents of Subtasks 3.4 through 3.8 (e.g., water supply, reliability assessment, demand
management measures, water shortage contingency plan); and
•Coincident with the Administrative Draft (Subtask 4.2).
EXHIBIT A
Docusign Envelope ID: C661CF75-4987-4828-A8C7-DB4BC31D3C52
