City of Pleasanton
30 April 2025
Page 4

EKI will collect and review the data received in response to the RFI. To the extent that data are missing,
EKI will coordinate with City staff and seek direction regarding potential alternative data sources. If
alternative data sources are not available, EKI will evaluate historical data and trends to fill data gaps. EKI
will ask City staff to review and validate assumptions made during this process.
Task 2 Assumptions
• City staff will complete the data request within the timeframe specified in the project schedule.
Task 2 Deliverables
• Draft and final version of the RFI.
Task 3 – Development of UWMP Content
This task includes the analysis for major topics of the UWMP. Work efforts will be documented in
presentations provided during regular check-in meetings (Subtask 1.1) and in three Technical Memoranda
(TMs) that will be formatted as draft UWMP chapters.
Subtask 3.1 – Water System Description (CWC §10631)
Water System and Service Area Description: Based on the information provided or approved by the City’s
staff, EKI will update the description of the City’s service area, projected growth, climate etc. EKI will
incorporate additional details on the service area’s social, economic, and demographic factors, including
projected growth and how these factors may influence water demand. We will develop the description in
compliance with the requirements of DWR’s 2025 UWMP Guidebook. This subtask assumes that EKI can
largely build from the information and format included in the 2020 UWMP.
Current and Future Population Estimates: EKI will estimate current and future population through 2050
based on information provided by the City (e.g., general plans, Specific Plans, WSAs, etc.), the 2020 Census
data, California Department of Finance data, DWR’s population tool, and/or other sources of information
such as forecasts provided by the Association of Bay Area Governments (ABAG).
Land Use Information: The EKI Team will compile and analyze current land use data with attention to
projected land use changes that could impact water demand. This will include consideration of known
planned developments, zoning changes, or other factors that may alter water demand within the City’s
service area. It is assumed that the City will provide relevant land use information to EKI.
Subtask 3.2 – Calculate and Describe Water Use (CWC §10631; §10632; §10635)
Water Use Characteristics: It is anticipated that City staff will provide EKI with complete water use records
in total and by customer sector between Fiscal Years (FY) 2020 and 2025, number of service connections,
as well as information related to distribution system losses, based on validated annual reports. EKI will
review these demand data (on a per unit and per capita basis) and summarize characteristics of the City’s
existing water use.
Future Water Demand Calculations: EKI will review existing demand projections developed for the City
through other planning processes (e.g., the City’s recent Water System Master Plan, including the Water
Distribution Capacity Analysis prepared by Akel Engineering Group), relevant planning documents (e.g.,
General Plan or Specific Plan updates, recent WSAs), and recent water use and account data. EKI will then
EXHIBIT A
Docusign Envelope ID: C661CF75-4987-4828-A8C7-DB4BC31D3C52
