City of Pleasanton UFMP – Community and Youth Engagement and Wildfire Planning Section Addition 2
will rely on existing data (no advanced modeling is proposed) and observations in completion of this task. It is
intended that a summary of the City’s wildfire hazard conditions and any management recommendations would
be included in a dedicated UFMP chapter rather than an independent report.
Task 9.1: Kickoff and Project Meetings
We anticipate a kickoff meeting to coincide with our initial data gathering effort. The kickoff meeting will enable
the City and Dudek to establish lines of communications, discuss milestones/critical paths, and begin the
analysis process. We anticipate the kickoff meeting will be conducted via Zoom (or another virtual meeting
platform). We also anticipate that a representative from the Livermore-Pleasanton Fire Department would be
available to attend the meeting, with the intent of assisting in identifying areas of concern in the City related to
wildfire.
We also anticipate that Dudek’s wildfire lead will need to participate in up to 2 meetings to discuss our findings
and recommendations. We anticipate these meetings would be those conducted for the broader UFMP
development process, with wildfire added as a discussion topic/agenda item as needed.
Task 9.2: Reconnaissance Level Field Assessment
Dudek will conduct a field assessment to better understand the fire environment present in the City. The field
assessment will include an evaluation of terrain, vegetation/fuel types, landscape characteristics, and other
environmental variables that contribute to wildfire hazard. Dudek proposes to coordinate with the City and the
Livermore-Pleasanton Fire Department prior to conducting the field assessment to better understand local fire
hazard factors and known vulnerable areas. We anticipate that the field assessment would be conducted at a
reconnaissance level. No detailed mapping would be conducted.
Task 9.3: Tree Inventory Hazard Analysis
Dudek will analyze the City’s tree inventory data set, with a focus on evaluating each species’ wildfire hazard. We
will utilize existing research, databases, and approved/undesirable tree lists to evaluate wildfire hazard (e.g.,
SelecTree, University of California Agriculture and Natural Resources research, USFS Fire Effects Information
System, and others) and assign each species in the inventory a relative hazard rating (low, medium, high). We will
evaluate the location of tree species categorized as high hazard, with the intent of identifying those that occur in
WUI or other high fire hazard areas. We will utilize the City’s tree inventory data and publicly-available WUI and fire
hazard severity zone data sets to complete this analysis.
Task 9.4: Section and Recommendation Development
Dudek will prepare a wildfire section for the UFMP that will summarize the general wildfire hazard conditions in
the City as well as the results of the tree inventory hazard analysis. This information will be used to develop
recommendations for maintenance of trees in high fire hazard areas as well as recommendations for tree species
selection and replacement. Specifically, the results of the inventory analysis will be used to identify the species,
quantities, and locations of existing trees that would be recommended for replacement over time with more fire-
resistive species. A component of this analysis will involve compiling a list of suitable replacement species that
present lower fire hazard rating. Identification of potential replacement species will also consider site suitability
(water use, Sunset climate zone, available planting area, and USDA hardiness zone). In addition, Dudek will also
summarize Firewise landscaping recommendations as an informational resource for homeowners. These would
include actions that homeowners can take to make their own properties more fire resistive. Firewise
recommendations would be included in the UFMP or presented in a UFMP appendix, depending on final plan
layout.
DocuSign Envelope ID: 6FE36DC4-8BDD-4D9C-8780-91DE8E157AD2Docusign Envelope ID: 4766C15C-A048-4E7F-9D55-CCFC4045496CDocusign Envelope ID: 5DDEF3A6-28A0-4A08-8CF9-8B7857419654
