costs much lower than the City’s estimated cost. As an example, Alameda County
implemented a quiet zone at the Castlewood Road crossing by installing 200 feet of flexible
post delineators (estimated construction cost $40,000).

Several steps must be completed before any improvements are constructed, and a quiet zone
may be implemented in Pleasanton (improvements are termed Supplemental Safety
Measures—SSMs). The Quiet Zone Feasibility Study and Preliminary Design CIP is intended
to complete these preconstruction requirements using an industry expert consultant.

Elements of the Feasibility Study include:
• Determination of crossings to be included in the quiet zone
• Conducting a diagnostic review with a Diagnostic Review Team (members would
include: Federal Rail Authority (FRA), Union Pacific Railroad, Altamont Corridor Express
(ACE), and City staff)
• Updating the U.S. Department of Transportation (USDOT) Crossing Inventory Form to
reflect current physical and operating conditions at each crossing located within a
proposed quiet zone
• Providing a Notice of Intent (NOI) to all the railroad operators in the proposed quiet
zone, the State agency responsible for highway safety, and the State agency
responsible for crossing safety (the NOI provides a brief explanation of the tentative
plans for implementing the quiet zone improvements)
• Determining and documenting the process to establish the quiet zone based on the
FRA risk calculator. This includes outlining required improvements, reviewing with and
receiving approval from the Diagnostic Review Team.

Elements of Design include:
• Designing the SSMs identified in the Feasibility Study
• Submitting the designs for approval by the Diagnostic Review Team.

Upon completion of the design, staff will return to the City Council to outline the construction
cost associated with establishing the quiet zone, and discuss funding options.

Assuming sufficient resources are available and the City Council authorizes construction to
proceed, completion of construction will allow the City to provide a Notice of Quiet Zone
Establishment to all parties. The quiet zone would go into effect 21 days after this notice is
provided.

Schedule
The full timeline is unknown at this time and will be based on the scope of work/schedule from
consultants. Reports from neighboring local agencies indicate that the feasibility and design
process could take two years or more to complete. Construction timeframes and the effective
date of the quiet zone cannot be determined at this time, since the scope of improvements is
yet to be determined.
