The timeline for the subject project is as follows:
Advertise for Request for Proposal September 2025
Award of Contract: October/November 2025
Project Kick-off meeting: December 2025
Completion of Feasibility Study: To Be Determined
Completion of Design: To Be Determined/ December 2027

EQUITY AND SUSTAINABILITY
The quiet zone will benefit both Pleasanton's residents and businesses by reducing train horn
events, allowing for a more equitable and sustainable quality of life for those living along the
train corridor.

OUTREACH
The process to evaluate the feasibility and develop SSM design will be driven by technical
analysis, and no public outreach is required for the project, although, as noted, there will be
coordination with state and federal agencies and rail operators. The Public Information Officer
will provide project updates on a regular basis, and as noted, design and construction costs,
along with related contract considerations per the City's Purchasing Policy, will be presented to
the City Council at a future public meeting.

STRATEGIC PLAN ALIGNMENT
Although not directly identified in the Strategic Plan, this project advances Strategic Goal E:
Building a Community Where Everyone Belongs: Livability and Community Development. The
project is a direct response to community complaints about noise pollution caused by train
noise at all hours of the day and night and reports of impacts to quality of life caused by sleep
disruption and other factors.

FISCAL IMPACT
The proposed Quiet Zone Feasibility Study and Preliminary Design CIP includes a budget of
$175,000, not reflected in the adopted 5-Year CIP. However, it has been determined that the
scope of the Bernal Synthetic Turf Repair and Replacement project (not a designated CIP, but
part of the City's Repair and Replacement program budget) is less extensive than previously
estimated, reducing the total project cost by more than the $175,000 needed to fund the new
Quiet Zone CIP. As such, staff recommends the City Council approve budget amendments to
reallocate $175,000 from the Bernal Synthetic Turf Repair and Replacement project
(51840134-430107) to the Quiet Zone CIP (CIP number and account code to be established
upon authorization of funding reallocation).

Prepared by: Submitted by: Approved by:

Mike Tassano, Traffic
Engineer/Community
Development Deputy
Director
Ellen Clark, Director of Community and
Economic Development

Gerry Beaudin, City
Manager
