• These factors slow down project approvals and discourage investment

The assessment further stated that Pleasanton has many strengths—including a high quality of
life and a skilled workforce—but IBBs often require fast, flexible zoning processes due to tight
timelines. To stay competitive, it was recommended that Pleasanton modernize its Zoning
Code to reduce delays and provide more certainty for IBBs.

ECONOMIC VITALITY COMMITTEE ACTION
At its April 17, 2025, meeting, the Economic Vitality Committee (EVC) received an update on
the City’s efforts to create a business roadmap that provides a clear pathway for zoning and
permitting for the life sciences and biotechnology sectors. Staff presented the proposed
amendments to the PMC to update the industrial definitions and establish a third type of
industrial use definition – “Innovation-Based Business” (IBB), modify the list of permitted uses,
modify the design review requirements, modify development standards for industrial districts,
and enhance the City website content to provide zoning information for prospective
businesses. The EVC members asked clarifying questions regarding the recommendations.
No formal action was taken other than to receive the update and provide feedback.

PLANNING COMMISSION ACTION
The Planning Commission considered the proposed PMC Amendments (see Attachment 1,
Exhibit A) at public hearings on May 28 and July 23, 2025.

At the May hearing, the Planning Commission expressed general support for encouraging and
streamlining IBBs but raised several key questions requiring further analysis. These included
how building height thresholds should be determined—either by distance from BART as had
been initially proposed by staff, or for more tailored geographic boundaries—and whether IBB
zoning would be appropriate throughout all proposed areas. The Commission also requested
more information on setbacks near residential zones, whether complementary uses to IBBs
(hotels and personal services) should be universally permitted in Industrial and Office Districts
allowing IBBs, and a detailed map of the Hacienda PUD Area Districts and their allowed uses.

Staff provided the Planning Commission with a revised package of PMC Amendments based
on their previous direction for consideration at their July 23, 2025, hearing. Details of the
revised package are discussed in more detail below and are provided fully in Attachment 1,
Exhibit A. The Planning Commission was supportive of the proposed revisions with the
additional changes suggested by staff, recommended no additional revisions, and unanimously
recommended approval of the proposed PMC Amendments to the City Council.

Please see Attachment 2, the Planning Commission agenda report from July 23, 2025, for
more information related to the evolution of the proposed PMC amendments. Please also see
Attachment 3, which includes a package of maps and diagrams provided to the Planning
Commission in response to their questions and requests at their May 28, 2025, hearing.

DISCUSSION
Recommended PMC Amendments
Based on the analysis detailed above, several recommendations were developed for updating
and improving the City’s industrial zoning. These recommendations are summarized below
and have been incorporated into the proposed ordinance (Attachment 1, Exhibit A). Additional
Page 48 of 674
