permitted IBBs, only new construction or major modifications would trigger Design Review—
typically at the administrative (Zoning Administrator) level unless a referral to the Planning
Commission is warranted. This balanced approach preserves design oversight for significant
projects while streamlining approvals for lower-impact improvements, helping Pleasanton stay
competitive for IBB investment.

4. Adjustment to development standards for IBBs and zones where IBBs are permitted
or conditionally permitted:
At the Planning Commission's request, staff provided maps and diagrams (Attachment 3)
identifying areas of Pleasanton that could be affected by the proposed IBB zoning framework.
These visuals help assess whether IBB zoning is appropriate across all proposed areas or if
certain limitations should be applied based on location, compatibility with nearby uses, and
potential impacts on sensitive receptors such as residential uses.

Following feedback from the Planning Commission at the May 28 hearing, staff refined the
proposed development standards for IBBs to balance flexibility with safeguards. The updated
development standards emphasize protection for existing residential areas and sensitive uses
while allowing IBBs to operate efficiently. These refinements are detailed in Attachment 1,
Exhibit A, which includes the revised PMC amendments recommended for approval. As
described above, while the design review requirements have been simplified and streamlined,
design review would continue to be required for new buildings and significant building
additions, allowing for adjustments to building massing, height, setbacks and other aspects to
alleviate potential impacts. In its discussion with the Planning Commission, staff further noted
that site planning requirements, including parking, pedestrian walks, storm detention facilities,
fire lanes, drive aisles, landscaping and other features, mean that buildings typically include
large setbacks and separations from adjacent property lines and uses.

Building Heights
To meet operational needs, IBBs often require taller buildings with higher floor-to-floor heights.
New height limits are proposed based on zoning district and geographic context:
• Up to 85 feet in select commercial and mixed-use districts (e.g., Stoneridge Mall and the
Johnson Drive Economic Development Zone)
• Up to 55 feet in most industrial and office zones
• Up to 85 feet, 5 inches in designated parcels within Hacienda, where already allowed by
the Hacienda PUD

Additional height may be allowed for rooftop equipment screening. Design measures—such as
setbacks above the second story and pedestrian-oriented building design—are required for
buildings over 40 feet, especially near residential areas.

IBB Location Restrictions
IBBs would be prohibited within the Downtown Specific Plan Area. While some smaller parcels
in O and I Districts may not accommodate IBBs due to development constraints, staff believes
specific exclusions are not needed, as existing standards naturally limit their feasibility.

Parking Requirements
Updated standards clarify that IBBs must provide parking at one space per employee on the
Page 50 of 674
