By modernizing zoning regulations and streamlining review processes, the City would create a
more innovation-friendly environment. This helps attract and retain high-value industries,
generate high-quality jobs, and promote clean, resource-efficient technologies. These efforts
support long-term goals for economic resilience and quality of life in Pleasanton.

The proposed PMC Amendments further advance several General Plan policies and programs
related to sustainability, community development, and economic vitality—such as reusing
underutilized sites (Program 2.2), supporting transit-oriented growth (Program 2.4), and
promoting a diverse economic base (Goal 2, Policy 1, Program 18.1).

EQUITY AND SUSTAINABILITY
The action encourages the revitalization of existing and underutilized sites, especially within
the downtown, as well as assisting in the attraction and retention/expansion of new and
existing businesses. Approval of the proposed PMC Amendments would provide new
opportunities for IBBs, which are generally green- and smart-centric based businesses that
create high-quality jobs and have minimal impacts on the environment and surrounding uses
while also enhancing the quality of life for residents by creating new revenue streams to
support City services and infrastructure.

OUTREACH
Notice of this meeting was published as a legal display ad in the Pleasanton Weekly in
accordance with the noticing requirements of the PMC. At the time this report was published,
no comments were received by staff. Public comments received after publication of this report
will be forwarded to the City Council as supplemental information prior to the hearing.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton citywide strategic goal of Building a
Community Where Everyone Belongs, Strategy 4, which aims to implement the updated 2024-
2028 Economic Development Strategic Plan initiatives, including retail revitalization, ensuring
the vibrancy of Pleasanton’s downtown, business attraction, retention, and expansion, and
workforce development. The proposed PMC Amendments would provide new zoning
opportunities for highly desirable IBBs. The City seeks to support IBBs for several strategic,
economic, and social reasons, including, but not limited to: economic growth and job creation,
improved competitiveness, talent attraction and retention, enhanced quality of life, sustainable
development, and new streams of revenue generation.

FISCAL IMPACT
There is no direct fiscal impact associated with the proposed actions. New development
resulting from the proposed actions would be responsible for paying current development
impact fees, the costs of any required utility or infrastructure improvements, and meeting the
applicable requirements of the PMC. Projects could incrementally increase the demand for City
services but would also add property and/or sales tax revenue and help proportionally fund
City infrastructure improvements.

ENVIRONMENTAL ASSESSMENT
The proposed PMC Amendments to Chapter 18 Zoning of the PMC are exempt from
environmental review under CEQA Guidelines Section 15061(b)(3) in that CEQA only applies
Page 52 of 674
