P25-0192, Industrial Zoning Text Amendments Planning Commission
7 of 14
The revised Industrial Zoning updates are proposed as follows:

• IBBs would be permitted in the following Districts:
o C-R(p), I-P, I-G, PUD-C (Johnson Drive Economic Development Zone only),
PUD-C-O, PUD-I, PUD-I/C-O, and PUD-MU
o Hacienda PUD Areas OGPD, OPD, OMPD, CDP, IPD, MOIPD, MCOIRPD,
and MCOIPD
• IBBs would be subject to a Minor Conditional Use Permit (MCUP) in the O District
• IBBs would be prohibited on any parcel within the Downtown Specific Plan Area,
regardless of the zoning district
• Educational uses would be subject to an MCUP in the I -P District, consistent with the
I-G District
• Personal Service uses would remain permitted uses in the C-R (p), O, and PUD-C
(Johnson Drive Economic Development Zone only) Districts, as well as any other
PUD-C-O, PUD-I, PUD-I/C-O, and PUD-MU Districts where they are already
permitted uses
• Personal service uses would remain permitted uses in the Hacienda PUD Areas
OGPD, OPD, OMPD, CDP, IPD, MOIPD, MCOIRPD, and MCOIPD where they are
already permitted uses
• Personal service uses would only be allowed in the I-P and I-G Districts when they
are ancillary to a proposed IBB within the same building, clustering of buildings,
and/or on the same project site
• Hotels and motels would remain as permitted and conditionally permitted uses in the
Districts shown in Table 18.44.08. Contrary to the proposal initially presented by
staff, no changes are proposed by staff for hotels and motels at this time, as hotels
and motels are already permitted or conditionally permitted in Districts that are in
proximity where IBBs may locate (see maps in Exhibit C).

The Hacienda PUD Area Districts referenced above generally correspond to or refer to one
of the “straight” zoning Districts in the PMC regarding permitted and conditionally permitted
uses. In the event of a conflict between the PMC and the Hacienda PUD Area, the PUD
remains the governing/controlling document. Please see Exhibit C for a map of Hacienda’s
PUD Area Districts and their requisite definitions/types of uses.

It is also important to note that while the IBB framework is intended to be compatible with
existing PUD entitlements, implementation may occasionally require minor amendments to
the Hacienda and/or other applicable PUDs. Any such amendments would be considered
on a case-by-case basis to ensure alignment with the intent and goals of both the IBB and
the PUD.

3. Amend Chapter 18.20 - Design Review to modify the Design Review requirements for
(a) industrial tenants constructing new and/or significantly modifying existing
buildings, (b) industrial tenants leasing space in a previously reviewed and approved
building, and (c) industrial tenants that are permitted by right within an industrial
zone

Currently, all industrial uses involving virtually any exterior improvements must go through
the City’s Design Review process. This is a cumbersome requirement that may negatively
impact the City’s ability to attract IBB investment:
