P25-0192, Industrial Zoning Text Amendments Planning Commission
14 of 14
PUBLIC NOTICE
Notice of this meeting was published as a legal display ad in the Pleasanton Weekly in
accordance with the noticing requirements of the PMC. At the time this report was published,
no comments were received by staff. Public comments received after publication of this report
will be forwarded to the Planning Commission as supplemental information prior to the hearing.

ENVIRONMENTAL ASSESSMENT
The proposed text amendments to Chapter 18 Zoning of the PMC are exempt from
environmental review under CEQA Guidelines Section 15061(b)(3) in that CEQA only applies
to projects that have the potential for causing a significant effect on the environment. Since it
can be seen with certainty that there is no possibility that the proposed text amendments will
have a significant effect on the environment, no additional environmental review is required.
The proposed amendments involve uses that are less intensive than existing industrial uses in
the City and do not generate significant impacts to adjacent properties. Such uses would be
subject to conformance to specific performance standards to control the potential effects of
noise, odors, vibration, and other similar external and/or off-site impacts, including new IBBs
proposed to be located adjacent to existing residential development. Any IBBs that involve the
use of hazardous materials or produce hazardous waste are required to follow federal, state,
and local regulations. Those regulations impose extensive environmental, health , and safety
regulations on such uses. While the regulations would provide somewhat more permissive
standards with respect to allowable building heights, such heights are similar to those which
are already seen within Hacienda Business Park and in the vicinity of the two BART stations,
and design review requirements, and design standards would ensure that buildings are
properly designed and sited to ensure compatibility with surrounding development.

Considering the extensive regulatory requirements, less restrictive local zoning regulations for
IBBs involving hazardous materials or hazardous waste would not result in any new
environmental impacts. CEQA review, if any, for future projects would be conducted on a
project-by-project basis, should the unique characteristics of a proposed use or location
warrant such review.

SUMMARY/CONCLUSION
Based on the analysis detailed in this report, staff has developed and proposed updates to
improve the City’s Industrial Zoning. The updates are incorporated into the proposed resolution
(Exhibit A) and zoning text amendments (Exhibit B). The proposed Industrial Zoning updates
will remove outdated regulatory barriers and, in so doing, will facilitate the attraction of high-
value, tech-centered industrial uses that provide high-quality jobs and economic vitality to
Pleasanton.

Primary Authors:
Eric Luchini, Senior Planner, 925-931-5612, eluchini@cityofpleasantonca.gov

Reviewed/Approved By:
Melinda Denis, Deputy Director, Planning and Permit Center Manager
Kimberly Cilley, Assistant City Attorney
