Alameda CTC’s funding sources for the
2026 CIP Cycle are: Measure B, Measure BB, Measure F (Vehicle Registration Fee, or VRF),
and Transportation Fund for Clean Air (TFCA).

The CIP’s purpose is to strategically program available funds toward transportation
investments that support the vision and goals of the Alameda CTC’s Countywide
Transportation Plan, multi-modal plans, and voter-approved transportation expenditure plans.
More specifically, the 2026 CIP’s focus is to provide for safety enhancements, focus on the
countywide bike and pedestrian high injury network, and support priority development areas,
equity priority communities, transit priority areas, and design and construction-ready projects.

On July 26, 2024, the Alameda CTC released the 2026 CIP Notice of Funding Opportunity –
Call for Projects with an estimated total of $100 million, comprised of Alameda CTC
discretionary local funds ($60 million) and the Three Major Trails Grant Matching Program ($40
million). Applications to the Alameda CTC were due on October 31, 2024. Following the City
Council's authorization on October 15, 2024, staff submitted applications to the Alameda CTC
for the West Las Positas Multimodal Reconstruction Project, the I-580 Overcrossing Bicycle
and Pedestrian Improvement Project, and the Santa Rita Road at Valley Avenue Intersection
Improvement Project for consideration. Projects are required to provide at least a 25 percent
local match.

West Las Positas Boulevard Multimodal Reconstruction Project, CIP 11514
The 2022 West Las Positas Bikeway Feasibility Study outlined three focus areas to help
prioritize project implementation.
• Focus Area 1 – Foothill Road to Hopyard Road
• Focus Area 2 – Hopyard Road to Santa Rita Road
• Focus Area 3 – Santa Rita Road to Boardwalk Street

Since completing the bikeway feasibility study, the city has combined the bikeway
improvements with the reconstruction of West Las Positas Boulevard. In July 2024, the City
Council approved a contract amendment to Mark Thomas and Co. to complete 100% of the
West Las Positas project design from Hopyard Road to the Iron Horse Trail, part of Focus Area
2.

West Las Positas Boulevard Multimodal Reconstruction Project (Phase 2-Iron Horse Trail to
Santa Rita Road) will complete the design of Focus Area 2.

The improvements include a protected intersection design at Owens Drive and West Las
Positas Boulevard, improvements to the pedestrian and bicycle access at the intersection of
Santa Rita Road and West Las Positas Boulevard, a new sidewalk along the south side of the
roadway, and a raised cycle track on the north side of the roadway.

I-580 Overcrossing Bicycle and Pedestrian Improvements, CIP 22570
This project ranks #3 in the Bicycle and Pedestrian Master Plan. The project will complete the
design and Caltrans approval process to create safer bicycle and pedestrian facilities for
traveling to and from Pleasanton and Dublin on the I-580 overcrossings at Hopyard Road,
Hacienda Boulevard, and Santa Rita Road.
