THE CITY OF
mi-
1"
®111:11
PLEASANTON,
MEMORANDUM
Date: June 13, 2025
To: Mayor and City Council 61
From: Gerry Beaudin, City Manager
Susan Hsieh, Director of Finance
Subject: June 17, 2025 City Council Agenda Item 23 — FY 2025/26 to 2026/27
Operating Budget
This memo clarifies and follows up on certain items related to the two-year Operating Budget
that were discussed at the May 20, 2025 City Council meeting, and previous budget reduction
workshops in April.
Crossing Guards — Per Council Direction, the Crossing Guard contract is funded in the
proposed budget at a reduced estimated amount of $500,000 (for a total savings of
$210,000 in Year 1 and $240,000 in Year 2 of the budget). Since the City Council
workshop in April, staff have been working with the Pleasanton Unified School District
(District) to collaborate on a shared solution to maintain crossing guard service levels at
Pleasanton schools, and have agreed on a solution in which the District will staff ten (10)
school crossing guard locations using an "in-house" model with District staff, while the City
will fund the remaining twelve (12) crossing guard locations, up to a total of $500,000, with
no reduction in service. Please see the attached letter from the District for more
information.
Library Hours — The Library Hours reduction is included in the proposed budget at a
saving of approximately $830,000 in Year 1 and $940,000 in Year 2, which assumes a
reduction in weekly Library Hours 62 to 48 hours. Following the discussion at the May 20
City Council meeting, staff is considering options for different schedules, looking at usage
maps and options for potentially retaining some evening hours, and a final operational
decision will be made after discussion with impacted staff and labor groups. Please be
reminded that adopting the budget on June 17th will not conflict with the discussion
regarding library hours. If more time or discussion is needed, operational details can be
worked out after the budget adoption.
Attachment:
6.12.25 Letter from PUSD Regarding Crossing Guards
