SUPPLEMENTAL MATERIAL
Metropolitan Transportation Commission (MTC) oversees the distribution of
the TDA funds. MTC's distribution procedure is very similar to a grant
process. In the spring of each year, MTC provides a fund estimate and then
opens the application window. To receive the TDA funds, the City must
submit a project application to MTC along with a City Council resolution
supporting the project. Upon completion of the project the City submits a
request for payment from MTC.
The City has $671,000 in available TDA Article 3 funds. Our application to
MTC for 2025 is for the street sweeper. The street sweeper cost is $312,000
which will leave $359,000 available for future projects.
8. Is it correct that variance in CIP contributions is likely attributed to timing between
the two years, 1 and 2?
A. That is correct. The General Fund contribution to the Deferred Maintenance —
Asset Management Program was reduced by $1.6 million; this is achieved by
reducing $1.0 million in FY 2025/26 and $0.6 million in FY 2026/27.
9. Please explain how General Fund Reserves increases by $1.635M more than
expectations and $2.235M over the draft budget presented on May 20, 2025.
Where is the source of cash / changes for the General Fund increases?
A. The cumulative increase to the General Fund reserve is $1.3 million over
two years (not $2.2 million), which is equal to $1.6 million in reduced
contribution to the Deferred Maintenance — Asset Management Program less
the $270,000 increase in Fire expenditures ($1.6M - $0.27M = $1.33M).
Please also see the table below comparing the General Fund Reserve
reported in the Revised Proposed Budget and the Proposed Budget that
was presented to the Council on May 20, 2025.
Revised Proposed Budget
Proposed Budget (presented on 5.20)
Difference
Projected General Fund Reserve
FY 2025126 FY 2026127
$ 50.665.442 $ 49 137 31
$ 49 759 692 S 47 808 ?1 1
$ 905 750 S 1 329 002
$1.3M is the cumulative increase over two Years
10. Please clarify the hours and impacts to the Library. Are there alternatives?
A. Staff is considering options for different schedules, looking at usage maps,
program trends, and options for retaining some evening hours (7-9pm). The
final schedule will include 48 hours of service (six, 8 -hour days), down from
the current 62 hours of service to reflect the proposed budget reductions.
3
