SUPPLEMENTAL MATERIAL
Staff does not recommend a Friday closure for multiple reasons:
• Library patrons often use multiple regional libraries. As Dublin is already
closed Fridays, this further limits library access on Fridays.
• The Pleasanton Library is currently only open four hours on Sundays.
• Recreation Administration, which is housed in the Library is open Monday -
Friday. Closing Fridays would negatively impact access to recreation
services.
• The afterschool program for students at the library would also be negatively
impacted by a Friday closure.
• Closing Fridays is negatively impactful to staff schedules, requiring some staff
to have Thursdays/Fridays as their "weekends." This will make it more difficult
to recruit and retain highly qualified and essential staff.
A final operational decision will be made after discussion with impacted staff and
labor groups. Please be reminded that adopting the budget on June 1711 will not
conflict with the discussion regarding library hours. If more time or discussion is
needed, operational details can be worked out after the budget adoption.
11. Is it intended that when reducing the 115 fund, it is the portion of the 115 that sits
in GF Restricted reserve?
A. Yes, that is correct.
12. Would we even dollar cost average withdraw?
A. According to our investment manager, dollar cost averaging withdrawal is not
necessary for the $1.0 (year 1) and $2.0 (year 2) the City anticipates to
withdraw from the Pension Trust.
13. For unrestricted funds, is it correct that in year 2 it will be increased by net
$329K? Is it correct that the year 1 impact is $94K, for a total reserve estimate of
$30.8M?
A. As stated in a response above, the $1.6 million in reduced contribution to the
Deferred Maintenance — Asset Management Program minus the $270,000
increase in Fire expenditures resulted in approximately $1.3 million increase
in General Fund reserve over two years compared to the reserve presented
to the Council on May 20, 2025, with $1.0 million in the restricted pension
reserve and $329,000 in the unrestricted reserve.
The $329,000 increase in unrestricted reserve is over two years with
about $94,000 in reserve reduction in year 1 due to the Fire expenditures
and about $423,000 in reserve increase in year 2 ($600,000 in reduced
rd
