Item #7.b
CITY COUNCIL AGENDA REPORT

July 15, 2025
Community and Economic Development

TITLE: APPROVE THE 5-YEAR CONSOLIDATED PLAN (FY 2025-2029) AND THE
ANNUAL ACTION PLAN (FY 2025-2026) FOR THE USE OF FEDERAL
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS

SUMMARY
Pleasanton will receive $381,455 in federal Community Development Block Grant (CDBG)
funds for federal Fiscal Year (FY) 2025-2026. This report summarizes and requests City
Council approval of the 5-Year Consolidated Plan for FY 2025-2029 and the Annual Action
Plan for FY 2025-2026 that must be submitted to the U.S. Department of Housing and Urban
Development (HUD) for the City to receive its FY 2025-2026 allocation of CDBG funds. As a
separate agenda item at this July 15 meeting, the City Council is requested to take action
regarding the allocation of the FY 2025-2026 federal CDBG funds as part of the allocation of
Housing and Human Services Grant (HHSG) funding to local non-profit agencies.

RECOMMENDATION
Approve the 5-Year Consolidated Plan (FY 2025-2029) and the Annual Action Plan (FY 2025-
2026) for the use of federal Community Development Block Grant (CDBG) funds.

BACKGROUND
The City receives an annual allocation of federal Community Development Block Grant
(CDBG) funds, generally to support housing-related programs and activities for eligible lower-
income residents. To receive its annual CDBG allocation, the City must submit an “Annual
Action Plan” to HUD. The Annual Action Plan includes a listing of projects and activities to be
funded with CDBG funds and an annual assessment of the City’s progress toward meeting its
housing and community development goals. Every five years, the City must also submit a
“Five-Year Consolidated Plan,” which must include a statement of its local goals and objectives
related to housing and community development. The last Five-Year Consolidated Plan was
submitted in 2020 for fiscal years 2020 through 2024. A new Five-Year Consolidated Plan for
fiscal years 2025 through 2029 (FY 2025-2029 Consolidated Plan), which includes the Year
One Action Plan (Annual Action Plan), must be submitted this year. As a separate but related
action, the City Council will review and consider approval of the CDBG-funded projects and
activities reflected in the Annual Action plan, as part of the annual Housing and Human
Services Grant (HHSG) process.

As a member of the Alameda County HOME Consortium (Consortium), Pleasanton is eligible
to receive an annual allocation of federal HOME Investment Partnership Program (HOME)
funds for affordable housing activities in addition to its CDBG allocation. The Consortium
coordinates the submittal of a composite Consolidated Plan and Annual Action Plan to HUD;
however, each city member of the Consortium must submit its own section of the Consolidated
Plan and the Annual Action Plan. The draft FY 2025-2029 Consolidated Plan, which includes
the FY 2025-2026 Annual Action Plan, for the City of Pleasanton is attached to this report.
