Among the updates to the Consolidated Plan are revisions
to incorporate the goals, policies, and programs from the City’s most recent Housing Element
and the Eastern Alameda County Human Needs Assessment. Staff believes the resulting
document is an appropriate expression of the City’s goals and objectives for human services,
housing and community development, particularly as they relate to the needs of the City’s
lower-income population and the use of the relatively small allocation of federal grant funds
received for housing and community development activities.

HUD regulations impose the following limits on the use of CDBG funds: 1) At least 70 percent
of all funds must be spent on activities that benefit low-income persons; 2) No more than 15
percent of the CDBG funds can be used for public service activities; and 3) No more than 20
percent of the CDBG funds can be used for administrative activities. The proposed Annual
Action Plan complies with these requirements.

Staff recommends that the City Council provide comments on the attached Draft FY 2025-
2029 Consolidated Plan and FY 2025-2026 Annual Action Plan, which is currently available for
a 30-day public comment period (June 20, 2025 through July 21, 2025), as necessary, listen to
any public testimony regarding the plans; and approve the documents for submission to HUD
by the August 15, 2025 deadline.

HUMAN SERVICES COMMISSION ACTION
On March 5, 2025, the Commission approved the Phase One funding recommendations for
human services programs and applications funded through non-General Fund sources: federal
CDBG and HOME funds and the City’s Lower Income Housing Fund (LIHF). Phase Two
funding consists of City General Fund-supported grant programs approved by the City Council
on June 17, 2025, as part of the City's two-year budget for FY 2025-2026 and FY 2026/27.

EQUITY AND SUSTAINABILITY
The HHSG program provides grant funds to non-profit agencies to provide direct programs and
services to benefit low-income Pleasanton residents, those who are unhoused or at risk to
become unhoused, and those who have special needs. Providing these grant funds helps
those vulnerable populations remain a part of the Pleasanton community and provides them
with support and assistance.

OUTREACH
A Notice of Public Hearing for the July 15, 2025 City Council meeting to review and approve
the Draft FY 2025-2029 Consolidated Plan and Draft HUD Annual Action Plan for FY 2025-
2026 was published in the locally circulated newspaper The Valley Times on June 27, 2025.
The Draft Consolidated Plan and Action Plan has been available for review and public
comments since June 20, 2025 and will be available until the required 30-day public comment
period ends on July 21, 2025. The City is soliciting public comments from City subrecipients,
other agencies and those on the City’s CDBG distribution list.
