Item #14
CITY COUNCIL AGENDA REPORT

July 15, 2025
Police

TITLE: ADOPT A RESOLUTION ACCEPTING GRANT FUNDING FROM THE STATE OF
CALIFORNIA OFFICE OF TRAFFIC SAFETY'S SELECTIVE TRAFFIC
ENFORCEMENT PROGRAM IN THE AMOUNT OF $60,000 AND APPROVE
BUDGET AMENDMENTS IN THE OPERATIONS GRANT FUND

SUMMARY
The State of California Office of Traffic Safety (OTS) sponsors several grant programs to
improve the safety of the state’s streets and highways. The City seeks authorization to accept
$60,000 in Selective Traffic Enforcement Program (STEP) grant funds to address unsafe
driving issues in the community. Awarded funds will be available for the period from October 1,
2025, through September 30, 2026.

RECOMMENDATION
Adopt a resolution to authorize the acceptance of the State of California Office of Traffic Safety
(OTS) Selective Traffic Enforcement Program (STEP) grant for $60,000 and authorize the City
Manager to execute all documents, and approve budget amendments to appropriate $45,000
in revenues and expenditures to the Operations Grant Fund in FY 2025-26. The remaining
$15,000 will be included in the FY 2026-27 budget as part of the mid-term budget update.

BACKGROUND
Pleasanton is bordered on three sides by two major freeways and one highway, all of which
are heavily traveled thoroughfares. When drivers are
distracted by their phone or other electronic devices, they may run red lights, illegally turn in
front of vehicles, or unknowingly increase the speed of the vehicle.

Bicycle Safety
The topography and amenities in Pleasanton attract many local and out-of-town bicycle
enthusiasts. Additionally, a significant amount of school-age children ride bicycles to
elementary schools and junior high schools. Bicycle collision data involving youth suggests a
need to increase rider safety by educating youth on bicycle safety and awareness, and the
importance of wearing a properly fitted helmet.

The Police Department participates with surrounding police departments in a collaborative
effort to address current traffic safety trends in each city, referred to as the Concentrated
Page 324 of 694
