The City will use the grant funding to purchase
equipment to assist with enforcement and to augment Police Department enforcement and
lower the number of injury collisions and bicycle/pedestrian collisions and reduce distracted
drivers by concentrating on roadway violations. The grant funding will also provide educational
programs for bicycle/pedestrian safety focused on school-aged bicyclists.

The City will communicate with the community via social and local media, sign boards and the
City’s website to increase community awareness about specific traffic-related issues that are
contributing to collisions. The City will also use the grant funding to train more officers on
techniques and equipment to help reduce the number of injury collisions in the city.

EQUITY AND SUSTAINABILITY
As a full-service municipality, the City provides a wide range of services and programs to meet
the needs of all members of the community.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
This action is aligned with the ONE Pleasanton Strategic Plan goals of Funding Our Future,
which supports financial health and sound fiscal policies through long-term planning, cost
recovery, increased revenue, and cost containment, and Safeguarding Our City, which
prioritizes community safety.

FISCAL IMPACT
The OTS STEP grant will provide funding to augment the City’s expenditures for the
enforcement of persons driving under the influence and through enforcement operations
focusing on primary collision factors. This grant may be used to fund overtime, benefits,
training, and equipment, thereby reducing General Fund expenditures. No City matching funds
are required to accept this grant award. Awarded grants will be appropriated to the Operations
Grant Fund in FY 2025-26 and FY 2026-27 as stated above.

Prepared by: Submitted by: Approved by:

Heather DeQuincy,
Management Analyst
Tracy Avelar, Police Chief

Gerry Beaudin, City
Manager

Attachments:
1.
