The grant supports
agencies in planning, infrastructure implementation, and programmatic and operational
improvements to prevent death and serious injury on roads for all modes of transportation. In
October 2024, the City Council authorized the grant agreement between the City and the
FHWA, which was fully executed in December 2024. The SS4A grant provides 80 percent of
the total project cost, while awardees must provide the remaining 20 percent as a local fund
match. The US DOT will provide up to $240,000, and the City’s local match is up to $60,000
(budgeted in the Traffic Engineering Professional Services account), which will fund the cost of
the proposed agreement.

In February 2025, the City of Pleasanton advertised a Request for Proposals (RFP) to solicit
qualified and experienced consultants to assist the City in developing the PTSAP. Four
consulting firms submitted proposals by the March 2025 deadline. Staff now recommends the
award of a Professional Services Agreement to TJKM Transportation Consultants in the
amount of $298,343 to develop the PTSAP. Staff also recommends that the City Council
approve budget amendments to authorize use of the grant funding budget originally approved
by the City Council in October 2024 and included in the Fiscal Year (FY) 2024-2025 budget in
the current FY 2025-2026.

RECOMMENDATION
1. Approve and authorize the City Manager to execute the attached professional services
agreement between the City of Pleasanton and TJKM Transportation Consultants in the
amount of $298,343 to develop the Pleasanton Transportation Safety Action Plan.
2. Approve budget amendments for FY 2025-2026 in the Operating Grants Fund, to add
grant revenue budget of $240,000 in 11630100-329211-25906; and expenditure budget
of $240,000 in 11630100-430101-25906.
