The SS4A Grant supports elements of the US DOT’s Safe System
Approach, with objectives that produce safer people, roads, vehicles, speeds, and post-crash
care. The SS4A grant requires a 20 percent local fund match of the total cost to complete the
project.

The US DOT awarded the City $240,000 in 2023 to develop the PTSAP. In October 2024, the
City Council authorized a grant agreement with the FHWA; in December 2024, the FHWA fully
executed the agreement.

In February 2025, the City of Pleasanton advertised an RFP to solicit qualified and
experienced consultants to assist the City in developing the PTSAP. Four consulting firms
submitted RFPs for review by the March 2025 deadline.

DISCUSSION
The PTSAP will be a comprehensive transportation safety action plan that will satisfy eligibility
requirements for future federal and state transportation funding opportunities, such as the
Highway Safety Improvement Program, One Bay Area Grant, Active Transportation Program,
and SS4A Implementation grants. The PTSAP will be a unifying document that takes the spirit,
policies, and concepts from Complete Streets, Vision Zero, and All Ages and Abilities design to
develop recommended safety improvements to the transportation system. The plan will include
the following key elements:
• US Department of Transportation’s (DOT) Safe Systems Approach objectives that
produce safer people, safer roads, safer vehicles, safer speeds, and post-crash care.
• Eligibility requirements for grants including the Highway Safety Improvement Program
(HSIP), California Active Transportation Program (ATP), and SS4A implementation
programs
• Equity-driven programming and infrastructure treatment recommendations that will
enhance transportation safety, benefit underserved populations, and support equity
through low-cost transportation mobility, focusing on access to employment, education,
healthcare, and recreation
• Improvements that will reduce environmental burdens

The four firms that submitted responses to the City's February 2025 RFP to support PTSAP
development are LLG Engineers, Mark Thomas & Company, TJKM Transportation
Consultants, and Toole Design. City staff evaluated the proposals based on the following:
• Relevant project experience of the consulting firm and key staff
• Consulting firm’s proposal for the work plan and execution of the project
• Consulting firm’s allocation of staff labor and project schedule
• Conformance to the grant and project eligibility criteria

Conclusions and Next Steps
Staff recommends awarding the Professional Services Agreement to TJKM Transportation
Page 36 of 694
