Consultants, in the amount of $298,343. TJKM is based in Pleasanton and its designated
Project Manager for the Pleasanton Travel Action Plan has led and completed 60
Comprehensive Safety Action Plans/Local Road Safety Plans in the last three years. TJKM is
experienced with federal grant requirements and has helped its clients secure approximately
$18 million in SS4A implementation (construction) grants in 2024. Staff also performed a
reference check of past clients, all expressed positive experiences with TJKM.

Upon the agreement's execution, staff and TJKM will hold a project kick-off meeting. The
PTSAP is estimated to take 15 months to complete.

EQUITY AND SUSTAINABILITY
The PTSAP includes Equity and Sustainability requirements for identifying and ranking
projects and programs, and will therefore support these City goals. These Equity and
Sustainability elements will also improve the City’s ability to compete for future grant funding.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic goals of Funding Our Future,
Strategy 2 - Identify expanded and new revenue sources to address significant infrastructure
needs, and Investing in Our Environment, Strategy 7 - Continue to invest in parks, bicycle, and
pedestrian infrastructure, and public art. The PTSAP is now a requirement to qualify for state
and federal funding; this action will allow the City to maintain eligibility for future significant
grant funding in support of planned capital improvement projects.

FISCAL IMPACT
The total cost to develop the PTSAP is $298,343. The US DOT will provide up to $240,000 (80
percent of the project cost), and the City will contribute up to $60,000 (20 percent local fund
match).

Funding for this project was originally included in the FY 2024-2025 budget, following Council
action in October 2024 approving the funding agreement and budget adjustments. The FY
2024-2025 budget included the $60,000 local match in the Traffic Engineering Professional
Services account (00130402-430101-25906). The US DOT SS4A grant was budgeted as
follows: revenue of $240,000 in 11630100-329211-25906; and expenditure of $240,000 in
11630100-430101-25906. As the project did not ultimately commence in FY 2024-2025, no
grant or local match expenditures have occurred to date. With the award of the consultant
contract for this work occurring in FY 2025-2026, staff is recommending budget amendments
to the Operating Grants Fund (Fund 116) as part of this Council action, and will include the
necessary budget amendment for the General Fund local match expenditure (up to $60,000) in
the FY 2025-2026 midyear budget process.
