Transportation Safety Action Plan
CITY OF PLEASANTON
LOCAL ROADWAY SAFETY PLAN, LIVERMORE | 2022-2023
Reference: Joanna Liu | City of Livermore | (925) 960-4556| xliu@cityoflivermore.net
TJKM assisted the City of Livermore with comprehensive services to develop a LRSP for
the City’s roadways. Based on our LRSP the TJKM Team assisted the city to apply for
HSIP Cycle 12 call-for-projects. The overarching goal of the LRSP is to reduce KSI traffic
collisions. The LRSP included literature review, safety (collision) analysis, countermeasure
toolbox, viable safety projects, implementation plan, and community outreach. The LRSP
was implemented through a holistic approach incorporating the 5 E’s of traffic safety
(Education, Enforcement, Engineering, Equity, and Emergency Medical Services) that will
enhance safety for all modes of transportation. A successful LRSP identifies viable safety
projects with reasonable cost estimates and phasing and contains a monitoring mechanism to evaluate effectiveness of the plan itself.
CONCORD COLLISION ANALYSIS DASHBOARD AND VISION ZERO ACTION PLAN, CONCORD | 2022-2023
Reference: Abhishek Parikh, City of Concord, (925) 671-3031, abhishek.parikh@cityofconcord.org
TJKM developed a Collision Analysis Dashboard using over 10 years of collision data for various
agencies, including the City of Concord. This Dashboard features an interactive mapping tool that
supports collision analysis, data visualization, trend analysis, and HIN monitoring. These features
enabled Concord to prioritize safety projects with the highest benefits and work towards their
Vision Zero goal.
In addition to the Dashboard, TJKM also developed Concord's Vision Zero Action Plan. The
integration of the Collision Analysis Dashboard with Concord’s ArcGIS asset management
platform has enhanced the city’s ability to monitor safety projects, identify future needs, and secure grant funding. This comprehensive approach
supports Concord in implementing and evaluating safety measures, improving overall road safety, and advancing Vision Zero objectives.
VTA COUNTYWIDE LOCAL ROAD SAFETY PLAN, SANTA CLARA COUNTY | 2021-2023 Reference: Eugene Maeda, Santa Clara Valley Transportation Authority (VTA), (408) 952-4298, Eugene.maeda@vta.org
TJKM assisted VTA in preparing a multi-jurisdictional Countywide Local Roads Safety Plan (CLRSP) for
nine of its 16-member agency jurisdictions. The Plan was a collaborative effort through the Systems
Operations and Management Working Group, comprised of local agency transportation engineers and
planners, and input from the local communities. The CLRSP followed Caltrans’ Strategic Highway Safety
Plan data-driven approach by addressing the 5 E’s of traffic safety. The CLRSP is used as a guidance
document for short and medium-term planning, designing, funding, and implementing safety projects. The
CLRSP also developed a process for tracking the progress of the plan itself, as well as monitoring the effectiveness of the installed projects.
The Safety Plans provided nine jurisdictions with a systematic process for reducing and eventually eliminating fatal and serious injury KSI
collisions on the local roadway network. The process included a framework for engaging communities and stakeholders, analyzing collisions by
causes and severity, equity evaluation for disadvantaged communities utilizing the CalEnviroscreen 4.0 poverty percentile, recommending
countermeasures and safety projects, and prioritizing the implementation of safety measures with schedules. TJKM worked with seven cities
that have already prepared LRSPs and incorporated their findings into the countywide plan to ensure it reflects the needs of all cities within the
County. Based on the submitted applications by the TJKM Team in September 2022, the county secured $3.2M in HSIP Grant funding.
LOCAL ROADWAY SAFETY PLAN, GLENDALE | 2020-2022
Reference: Eugene Maeda, Santa Clara Valley Transportation Authority (VTA), (408) 952-4298, Eugene.maeda@vta.org
TJKM assisted the City of Glendale in developing an LRSP. This living document included
Systemic Safety Approach involving following steps Develop plan goals and objectives; Analyze
collision data; Meet with stakeholders/safety partners; Determine focus areas and identify crash
reduction strategies; Prioritize countermeasures/projects; Safety Action Plan; and Prepare the
LRSP. Involvement of safety partners was critical for the City and played a major role in the success
of the LRSP. For the City of Glendale, this included numerous City departments, as well as other
governmental agencies, community organizations, and Glendale residents. Four virtual
stakeholder meetings were held as part of this project: two were held with City of Glendale staff
and two were held with outside organizations and City staff. The final report was submitted to the
City in July 2022. As part of the project, TJKM prepared and submitted four HSIP applications for Cycle 11 on behalf of the City in
September 2022. Based on the submitted applications the TJKM Team helped the City to secure $6.5M in HSIP Grant funding.
