10
Transportation Safety Action Plan
CITY OF PLEASANTON
WORK PLAN/SCOPE OF WORK/SCHEDULE
Project Understanding
The Pleasanton Transportation Safety Action Plan aims to enhance transportation safety for all road users by identifying high-risk locations and
implementing effective countermeasures. Holistically speaking, the intent of a CSAP is clear, “to reduce and eliminate serious injury and fatal
crashes” (Source: US Department of Transportation). A successful plan looks to protect the health and safety of those involved by anticipating,
assessing, and mitigating potential threats and hazards and then provide a methodical approach to addressing them. Ultimately the PTSAP
seeks to answer three questions: What are the potential risks and hazards? How can these risks be mitigated and prevented? and What should
be done in the event of an incident?
A successful PTSAP for the City of Pleasanton must be sensitive to the unique needs, concerns, and goals of the stakeholders’ diverse
neighborhoods and prioritize equity in outreach and outcomes. These considerations will be woven into the Plan so that it is an authentic
reflection of the people it represents. A collaborative approach will lay the groundwork for an enduring legacy of Safety Plan.
The TJKM Team has led numerous successful Safety and Vision Zero Action Plans across the Country and will bring an unparalleled team of
experts to help the City to achieve zero traffic deaths and serious injuries. Our team has developed the most progressive Safety Action Plans
and Vision Zero Action Plans in the US, and we propose marrying this national best practice analysis with local knowledge, values, and priorities
through a collaborative process.
TJKM’s approach is not just “crunching numbers” but also involves community interaction and engagement to allow for the true area experts -
the residents, to provide their unique perspective of what are the issues along the roadways. We listen to the community’s aspirations and
concerns. We empathetically strive to understand, acknowledge, and validate the related concerns. During the community engagement process,
TJKM merges the technical information and community information to form the basis of our conclusions and recommendations.
Realistically, almost any project may run into issues that may cause a project to either slow down or come to a complete halt. The one major
concern for a PTSAP is a slow down due to lack of community and/or political consensus. In order to avoid this issue from happening, the TJKM
Team on proactive basis provides complete transparency throughout the project including how the project selections were chosen, explanation
of the methodology used, and overall consistent communication with all users and stakeholders. Although not a guarantee, it does help mitigate
this type of miscommunication and build consensus at the onset of the project.
THE PATH TO A SUCCESSFUL PLEASANTON TRANSPORTATION SAFETY ACTION PLAN
Leadership Commitment and Goals Setting
• Support City in forming leadership group that commits to the goal to reach zero traffic deaths, building consensus, and adopting the
PTSAP.
• Provide data-driven performance metrics to help agencies track, monitor, and pivot as needed, with the ultimate goal of zero traffic
deaths and severe injuries.
Planning Structure
• Identify task force group, partner agencies, and community partners to serve on the Action Plan Task Force.
• Facilitate collaborative, engaging, implementation-focused, and inclusive Stakeholder meetings that will result in targeted strategies.
Safety Analysis
• Identify a HIN including corridors and intersections with the highest burden of traffic deaths and severe injuries.
• Conduct systemic safety analysis that exposes severe crash profiles, risk factors, and near-misses.
• Prioritize safety improvements to the HIN implementation by inventorying all programmed work for assessing project competitiveness
for federal or state grant opportunities.
Engagement and Collaboration
• Craft a robust community engagement effort with a focus on listening diligently to the community and learning first-hand the experiences
and challenges from diverse voices.
• Partner, empower, and collaborate with community leaders and groups to honor their ongoing commitment to bettering the agencies
within the City and create a lasting positive partnership that sustains long after the PTSAP is completed.
• In the PTSAP, clearly link the community's feedback to the targeted safety strategies and action items so they can see how their input
influenced the development of the PTSAP.
Equity and Land Use Considerations
• Integrate equity into every facet of the planning process including engagement, analytics, recommendations, and evaluation.
• Develop an equity analysis following federal policies to identify residents who are most burdened by transportation vulnerability,
including communities most impacted by severe crashes, individuals with limited mobility, and carless households.
