13
Transportation Safety Action Plan
CITY OF PLEASANTON
TJKM will obtain any templates or protocols from City staff, as available. Most importantly, all reporting will follow the Federal Highway
Administration (FHWA) SS4A reporting requirements. We anticipate each meeting to last one hour or less.
Deliverables:
Kick-Off Meeting
Meeting Agenda and related handouts
Bi-weekly Meetings
Monthly Invoices and Progress Reports
Meeting Notes

TASK 2 – STAKEHOLDER WORKING GROUP
Subtask 2.1 Establish Stakeholder Working Group
This task includes establishing Stakeholder Working Group (SWG) for the project. TJKM will assist the City in identifying, who should be involved
in the development of the PTSAP. It is envisioned that the SWG will be comprised of City staff and will primarily consist of members of the public
works, planning department, law enforcement, Fire District, the City’s Office of Emergency Services, and community organizations that will guide
the study throughout the planning process.
Subtask 2.2 Stakeholder Working Group Meetings
The TJKM Team will plan and oversee a total of four Stakeholder Working Group Meetings. We envision one meeting at the onset of the project,
to determine the goals and objectives of the project and listen to the concerns of SWG; second meeting will be to present the findings of Task 3
– Existing Conditions and Needs Analysis; third meeting will be to solicit feedback on the Recommendations developed for the project; and last
meeting will be to present the Draft Transportation Safety Action Plan.
Subtask 2.3 Project Website (Value Added Task)
Under this task, to solicit feedback and communicate data and information to the public,
we will develop a PTSAP on either the City’s website or as a stand-alone website with
either utilizing the City’s ArcGIS Online subscription. This interactive GIS mapping web
base tool will provide an overview of the PTSAP and its principles, purpose, goals, and
objectives with complete instructions for using the tool. The webpage will include but not
be limited to project overview, project timeline and updates (presentations, upcoming
meetings, reports, etc.), comment boxes, contact information, online survey, and a public
draft review section, in addition to the interactive GIS mapping and interactive input. The
TJKM Team will work with the City staff to promote the project website on the City’s official
website and social media. The Level of Effort for this Value-Added Task is included within
our basic Level of Effort.
Subtask 2.4 Online Surveys (Value Added Task)
The TJKM Team will coordinate with the project team’s technical experts to develop and distribute multilingual surveys with PTSAP subject
matter and topics. Surveys will be hosted online through SurveyMonkey but also be created for physical distribution at outreach meetings.
Drawing upon the City’s Instagram, Facebook, and Twitter/X accounts, a simple post that can be shared across all of these platforms with a link
to the survey, VMR, and project webpage would be easy to develop. All physical surveys will also have QR Codes assigned to make it easier
for individuals to participate. Feedback received from the Online Surveys will be incorporated into the PTSAP. The Level of Effort for this Value
Added Task is included within our basic Level of Effort.
Subtask 2.5 Community Engagement Meetings (Value Added Task)
One of the requirements of SS4A funded Safety Action Plan is that the development of Safety Action Plan shall include the community in the
development of the plan. To meet the requirement and deliver PTSAP in compliance with the SS4A funding requirements, TJKM will conduct a
total of six virtual community engagement meetings. Details of the community engagement meetings will be determined in consultation with the
City staff and SWG.
Deliverables:
Stakeholder Working Group List
Organize four Stakeholder Working
Group Meetings
Organize and Conduct six Virtual
Community Engagement
Meetings
Presentation Materials
Meeting Agendas
Meeting Notes
Project Website
Online Survey
TASK 3 – EXISTING CONDITIONS AND NEEDS ANALYSIS
The TJKM Team will collect and analyze existing crash history and historical trends throughout the City.
