SUPPLEMENTAL MATERIAL
1

Responses to City Council Agenda Items – February 18, 2025

Regular Meeting
Agenda Item #10 (Accept the FY 2024/25 Mid-Year Budget Update report and adopt a
resolution approving FY 2024/25 budget amendments)
1. What does the City do with investment disbursements and where do the
revenues go?

A. For investment earnings, the income is allocated to the General Fund and
other City funds such as the Water, Sewer, and Low-Income Housing Funds
based on the cash balance in each fund. The income is reinvested or used to
fund operations and capital projects.

2. Will we have expended all of the COVID relief funds prior to our next budget
cycle?
A. The City received $8.6M in COVID funds, which were spent on essential
services in FY 2021/22 and FY 2022/23.

3. What are the "All other expenses" as indicated in Tables 5 and 6? (pages 5 & 6)

A. All other expenses include operating expenses such as salary and benefits,
contract services, utilities, supplies and materials, equipment, gasoline, and
other miscellaneous expenses.

4. How much were the matching grants that went toward the command and
evidence vehicles and how much came from other City funds?
A. The two command and crisis vehicles for the Police Department are on-site
but not ready to be deployed due to communications that need to be installed.
Both the command and crime scene investigation vehicles were purchased
from COPS/Law Enforcement Services Fund grant money with no City
contribution or matching funds.

5. What is the status of the library outreach vehicle? Are we still pursuing this with
our budget constraints?
A. The Library and Recreation Mobile Vehicle is anticipated to arrive as early as
this week, following nearly two years of manufacturing delays. This vehicle
was purchased through a supporting grant from the California State Library.
The outreach vehicle will not increase programs offered by the Library and
Recreation Department; instead, existing staff will take the programs the City
already offers to offsite locations to reach those most in need in our
community.
