SUPPLEMENTAL MATERIAL
2

6. Is the City still leasing vehicles?
A. Yes, the City is still leasing vehicles. The City started leasing vehicles several
years ago due to insufficient funding for vehicle replacement, which has
allowed the City to acquire vehicles when deemed immediately necessary
(e.g., to meet CARB requirements, etc.) As financially feasible, the City is
purchasing many of the vehicles when the lease terms end. If funding is
available in the future, the City plans to purchase the vehicles instead of
leasing.

7. What makes up the increase in expenditure of $2.9M?
A. The increase in expenditures in other funds is mainly due to a $1.5M
adjustment in the Law Enforcement Services Fund (from grant funding
received), consisting of $1.33 million for the command center and crime
scene investigation vehicles that have been delivered, $0.18M to fund the
police radio information management system, and $0.5M increase in grant-
related expenditures. There were also expenditure adjustments in the Water,
Sewer, Vehicle Replacement, Measure D, and Low-Income Housing Funds.

8. What is the purpose of the Garbage Reserve fund and why the transfer?
A. The Pleasanton Garbage Reserve Fund is used to account for proceeds from
Pleasanton Garbage Services (PGS), including the Rate Reserve Calculation
and vehicle mitigation impact fee approved by the Council in May 2024,
effective in FY 2024/25. The proceeds from the new vehicle impact fee is
intended for street-related projects and that is why $1.1M transfer to the
Street CIP Fund is being proposed.

9. Please confirm, the prior budget had a larger withdrawal from the Rainy-Day
Reserve to balance the budget (was to be $4.17M, and now, with the improved
revenue (and constrained expenses), staff is suggesting reducing the withdrawal
from the Rainy-Day Reserve (to now be $3.08M).
A. Yes, the budgeted transfer was $4.2M and the proposed adjustment is to
reduce the transfer by $1.1M to $3.1M.
i. What is the balance of the Rainy-Day Reserve before and after the
proposed adjustment?
A. The balance is about $3.5M after the proposed $3.1M withdrawal.
ii. Why is it called Capital Reserves Fund, when did it change from Rainy-
Day Reserve?
A. Funds in the Rainy Day Reserve are intended to fund capital projects.
There have been discussions at City Council meetings that the current
title (Rainy Day Reserve) does not make clear the intent of this
