SUPPLEMENTAL MATERIAL
3

reserve, such that it is more appropriate to label this reserve as the
Capital Reserve.
10. What is the Misc. CIP General?
A. The Miscellaneous CIP Fund primarily receives contributions from the
General Fund to be used for design and construction of facilities and
infrastructure as adopted in the Capital Improvement Program (CIP).
i. Please confirm, the prior CIP was to be funded from General Fund
operations $2.47M and now will be able to be funded $3.47M with the
proposed transfer? If not, how much was/is CIP funded?
A. The available funds for capital projects are only $2M, or $3M if the City
Council approves the proposed budget adjustments. $0.47M was for a
payment to the PUSD for the Foothill High School Southbound Left
Turn Lane project completed prior to the current fiscal year.
ii. Why is the language now Misc. Capital Fund? Why is it not CIP?
A. The fund name is Miscellaneous Capital Improvement Programs (CIP)
Fund and is also sometimes referred to as the Miscellaneous Capital
Fund.
11. How much is Repair & Replacement funded in the current year? Did it change?
What is its balance?
A. $3.3M is included in the current budget. There is no change from the mid-
term budget approved by the City Council in May 2024. As of June 30, 2024,
the available fund balance in the Repair & Replacement Funds totaled
$24.8M.
12. How much is the Management and Confidential annual salary and cost of living
adjustments being removed/offset in expenses?
A. Approximately $1.4M was removed for the expected cost of living increase
and step increase.
13. What is the GASB 87 & 96 adjustments and what/why/how do they lead to
approximately $1.5M increase in expenses?
A. GASB 87 (leases) and GASB 96 (subscription-based information technology
arrangements) were implemented in recent years. At the time the FY 2024/25
budget was adopted, expenditures such as capital outlay and debt services
related to these new accounting standards were not included in the budget.
The $1.5M is estimated based on transactions incurred in the prior fiscal year.
It should be noted that certain revenue adjustments are also being proposed
