MEMORANDUM
Date:February 18, 2025
To:Mayor and City Council
From: Gerry Beaudin, City Manager
Ellen Clark, Director of Community Development
Subject:February 18, 2025, Agenda Item No. 9: Receive updates on residential
development proposals on two properties in East Pleasanton outside the City
Limits – CEQA-Related Supplemental Information
This supplemental memorandum provides additional information to address City Council
questions received after the February 4, 2025, meeting, related to the CEQA review of the
projects.
February 4, 2025, Letter from Adams Broadwell Joseph & Cardozo (Adams Broadwell)
Among the correspondence received for the February 4 City Council meeting was a
lengthy comment letter from Adams Broadwell, on behalf of East Bay Residents for
Responsible Development (EBRRD). As noted in the letter, EBRRD is a group
representing several labor organizations with members living and working in Alameda
County. The letter requests the City Council provide direction to staff to prepare a revised
and recirculated Draft EIR for the Arroyo Lago and East Lakes Projects to address both
projects and goes on to provide various arguments in support of this position.
At this time, the developer is seeking approvals from Alameda County, and the County is
therefore conducting the environmental review of the project. If the City Council chooses to
pursue annexation and approvals of the Arroyo Lago and East Lakes projects, the City will
conduct its own independent environmental review to support such future approvals.
Draft Environmental Impact Report (DEIR) for Arroyo Lago
As described in the February 18 Agenda Report (page 2), Alameda County published a
Draft EIR for the Arroyo Lago project on September 9, 2024. The Draft EIR can be viewed
at the following link: www.acgov.org/cda/planning/landuseprojects/documents/Arroyo-
Lago/58240001-County-of-Alameda-Arroyo-Lago-Residential-Project-EIR.pdf.
The City and other agencies, including Zone 7 and DSRSD, submitted comments on the
DEIR; Zone 7’s and DSRSD’s comments were shared with the City by those agencies, and
are included as attachments to this memorandum. The County is in the process of
developing the Final EIR for the Arroyo Lago project, which will include all comments
received and responses to them.
DEIR Information on Soils Contamination
