2 of 2
The DEIR published by Alameda County includes an evaluation of on-site soils
contamination and similar hazards in Chapter 3.8 – Hazards and Hazardous Materials (see
above link, starting on PDF page 399 of 696). The chapter notes that the site is located on
the former Hanson Aggregates Radum facility which operated between 1938 and 2001,
and is identified on the Cortese list, a list of known hazardous materials or hazardous
waste sites due to the past mining operations. The former mining site is part of a long-term
closure and reclamation plan, overseen by the Alameda County Department of
Environmental Health (ACDEH). Due to the project’s inclusion on the Cortese list, two
Phase 1 Environmental Site Assessments (Phase 1 ESA) have been prepared for the site,
for the parcels including that proposed for residential development and the off-site utilities
(DEIR, Appendix F).
According to the DEIR, while the ESAs noted four nearby sites with the potential to impact
the project site, none were identified as presenting a potential concern. Two Areas of
Concern (AOC 6 and 7) were identified as part of Alameda County’s research and
investigations with respect to closure of the Hanson facility, also discussed in the ESAs. It
was concluded through various analyses conducted as part of the review, including soils
sampling and evaluation of potential soils vapor migration risk, that neither posed a
potential risk to human health or the environment. Separately, the DEIR notes that
evaluations conducted by the Alameda County Department of Environmental Health
(ACDEH) in conjunction with closure and reclamation of the site concluded that no threat
of contamination from AOC 6 or 7 was imminent and no further cleanup was required.
ACDEH provided clearance of the proposed project contingent on completion of certain
actions; some of those actions have been completed, and remaining actions are noted as
required project conditions of approval in the DEIR (HAZ COA-4a through HAZ COA-4e).
The DEIR concludes that the potential impacts from soils contamination would be less than
significant.
Attachments:
DEIR Comment Letters
•Zone 7
•DSRSD
