Aubrey Rose
November 8, 2024
Page 6
The project will have public health and safety impacts that must be addressed due to potential for
contact with harmful contaminants, air quality degradation, and nuisance odors. The DEIR
should address the potential for future local residents and visitors to come into contact with
potentially harmful waters and air quality such as overspray from the spray fields and emissions
or odors from the treatment plant. Management and operation of the sewer plant and spray fields
on an ongoing basis is not clearly defined and raises concerns on the safety of residents and
neighbors.
Zone 7 urges the County to carefully consider the concerns raised here. Approval of this project
as proposed in the DEIR, without consideration of the issues raised here, risks setting a standard
within the Basin that would disregard the important protections of the GSP and Zone 7’s existing
groundwater management programs, deferring to future stakeholders the costs of mitigating
those unanalyzed impacts on the basin and water supply.
Thank you for your consideration of these comments.
Sincerely,
DOWNEY BRAND LLP
Rebecca R.A.
