November 8, 2024
Aubrey Rose,
AICP, Planner III
Alameda County Community Development Agency Planning
Department
224 West Winton Avenue, Room 111
Hayward, CA 94544
Email: aubrey.rose@acgov.org
Subject: DSRSD Comments on the Draft Environmental Impact Report for the Arroyo Lago
Residential Project
Dear Ms. Rose:
The Dublin San Ramon Services District (DSRSD) appreciates the opportunity to comment on the Draft
Environmental Impact Report (DEIR) for the Arroyo Lago Residential Project. DSRSD distributes drinking
water and recycled water to the City of Dublin and Dougherty Valley portion of the City of San Ramon,
provides wastewater collection and treatment for the City of Dublin and southern portion of the City of
San Ramon and, by contract, treats wastewater from the City of Pleasanton. DSRSD is also a member of
the Livermore-Amador Valley Water Management Agency (LAVWMA), which discharges treated
wastewater from the cities of Livermore, Pleasanton and DSRSD into San Francisco Bay. By contract,
DSRSD is also responsible for the operation and maintenance of the LAVWMA facilities.
DSRSD has the following comment:
•As described in Chapter 2.2.2 of the DEIR, the Project proposes to construct storage ponds and
irrigate approximately 8.5 acres of agricultural fields with tertiary treated recycled water
produced by the development. The DEIR does not address the sizing of storage ponds that
would be needed during wet weather season when there would be minimal irrigation demands.
Additional details should be provided to address how the Project plans to address the disposal
of tertiary treated recycled water during the wet weather season to minimize potential runoff.
•The DEIR proposes to construct a package wastewater treatment plant to process and treat
wastewater generated by the development. The DEIR should address and analyze the
environmental impacts related to the disposal of biosolids waste from the proposed wastewater
treatment facility, including whether biosolids will be handled onsite or off hauled for land
disposal.
Supplemental Memo Attachment
