MEMORANDUM

Date: February 14, 2025

To: Mayor and City Council

From: Gerry Beaudin, City Manager
Mike Tassano, Deputy Director of Community Development,
Transportation

Subject: February 18, 2025, City Council Meeting, Agenda Item 9: Update
on Residential Development Proposals on Two Properties in East
Pleasanton - El Charro Extension Study

This memorandum transmits the attached El Charro Extension Study, which provides
an evaluation of East Pleasanton development on future traffic conditions, focused
particularly on the extension of El Charro Road south from Stoneridge Drive to either
Busch Avenue or Stanley Boulevard.

With the potential advancement of development projects in East Pleasanton, the City
requested Fehr and Peers Transportation Consultants prepare the attached traffic study
to evaluate the effects of future development in East Pleasanton and the need, timing
and design for the extension of El Charro Road.

El Charro Road is included in the General Plan, which envisioned the extension to be
constructed between 2011 and 2015 (as part of the East Pleasanton Specific Plan
construction). The City’s traffic model assumes the El Charro extension is in place at
buildout.1

The goal of the traffic study is to 1) determine the need for El Charro Road extension. 2)
Determine when, based on development construction, the extension is needed. 3)
Determine if a two-lane or four-lane El Charro Road is needed and 4) Determine if only
a partial construction of El Charro Road (North section only from Stoneridge Drive to
Busch Road) is sufficient, versus extension south to Stanley Boulevard.

1 “Buildout” is the planning term used to describe the hypothetical point at which the assumed feasible
amount of development contemplated in the General Plan has been built, and with it all components of
the General Plan’s presumed future roadway network.
