Mike Tassano January 31, 2025
A sensitivity analysis was conducted to evaluate when the proposed extension might be needed
and whether a partial or two-lane extension would be adequate depending on land use scenarios
with a subset of the above projects being built. Projected traffic volumes for each scenario were
developed using the City of Pleasanton travel demand model. The following scenarios
were analyzed:
• Approved (Near-term) Conditions – Projected land use and future roadway improvements
based on the City of Pleasanton Model under approved conditions, without the extension.
This scenario does not include any of the four development projects under consideration
(Kiewit, Arroyo Lago, Senior Residential, and Amazon).
• Approved (Near-term) Plus Extension Conditions – Projected land use and future roadway
improvements based on the City of Pleasanton Model under approved conditions, with
the El Charro extension as proposed (two lanes in each direction). This scenario does not
include any of the four development projects.
• Alternative 1 – Approved (Near-term) Conditions – Projected land use and future roadway
improvements based on the City of Pleasanton Model under approved conditions,
without the extension. This scenario includes the first project expected to be
developed (Kiewit).
• Alternative 1 – Approved (Near-term) Plus Extension Conditions – Projected land use and
future roadway improvements based on the City of Pleasanton Model under approved
conditions, with the extension. This scenario includes the first project expected to be
developed (Kiewit).
• Alternative 2 – Approved (Near-term) Conditions – Projected land use and future roadway
improvements based on the City of Pleasanton Model under approved conditions,
without the extension. This scenario includes the first two projects expected to be
developed (Kiewit and Arroyo Lago).
• Alternative 2 – Approved (Near-term) Plus Extension Conditions – Projected land use and
future roadway improvements based on the City of Pleasanton Model under approved
conditions, with the extension. This scenario includes the first two projects expected to be
developed (Kiewit and Arroyo Lago).
• Alternative 3 – Approved (Near-term) Conditions – Projected land use and future roadway
improvements based on the City of Pleasanton Model under approved conditions,
without the extension. This scenario includes the first three projects expected to be
developed (Kiewit, Arroyo Lago, and Senior Residential).
• Alternative 3 – Approved (Near-term) Plus Extension Conditions – Projected land use and
future roadway improvements based on the City of Pleasanton Model under approved
conditions, with the extension. This scenario includes the first three projects expected to
be developed (Kiewit, Arroyo Lago, and Senior Residential).
• Alternative 4 – Approved (Near-term) Conditions – Projected land use and future roadway
improvements based on the City of Pleasanton Model under approved conditions,
